        INTRODUCED BY KATZ, CIANCIULLI, GREENFIELD, GIAMMARCO, WODJAK,
           SALVATORE, HAMILTON, GRIECO, BURNS, TURNER, CIMINI, LEVI,
           ZELLER, WHELAN, ZEARFOSS, GALLEN, HASAY, WEIDNER, FREIND,
           RYAN, SIRIANNI, GLEESON, CAPUTO, PERRI, GARZIA, STAPLETON,
           GILLESPIE, O'KEEFE, PIEVSKY AND DOYLE, JUNE 16, 1976

                          In the House of Representatives, June 16, 1976

     1     WHEREAS, Numerous recent Federal court decisions which
     2  ordered the forced busing of large groups of school children
     3  outside of local communities and neighborhoods to allegedly
     4  improve educational quality and eliminate the remaining vestiges
     5  of de facto and de jure segregation have fostered violence and
     6  extreme disruption of long standing neighborhoods and
     7  communities and virtually eliminated the long standing American
     8  tradition of free choice; and
     9     WHEREAS, The vast majority of American citizens are disgusted
    10  and deeply disturbed at this unusual intrusion of the Federal
    11  court system into their private lives, viewing such intrusion as
    12  a total denial of those basic principles set forth in the
    13  Declaration of Independence and the Constitution and Bill of
    14  Rights of the United States of America; and
    15     WHEREAS, The Congress of the United States may regulate the
    16  jurisdiction of the Federal courts by virtue of Article III of

     1  the Constitution; and
     2     WHEREAS, Congressman McDonald of Georgia introduced
     3  legislation relating to the jurisdiction of the Federal courts
     4  in busing cases and also introduced an appropriate discharge
     5  resolution seeking to bring this legislation to the attention of
     6  the entire Nation; and
     7     WHEREAS, This House of Representatives is desirous of having
     8  this issue fully examined and considered by Congress; therefore
     9  be it
    10     RESOLVED, That the House of Representatives of the
    11  Commonwealth of Pennsylvania respectfully requests that all
    12  members of the Pennsylvania Congressional Delegation sign the
    13  discharge petition for House Bill 12365 and support the
    14  discharge petition and legislation on the floor of Congress; and
    15  be it further
    16     RESOLVED, That the Chief Clerk of the House of
    17  Representatives send copies of this resolution to all members of
    18  the United States House of Representatives and United States
    19  Senate, to the President of the United States and to the
    20  secretary of every school board in the Commonwealth of
    21  Pennsylvania.
