                         In the House of Representatives, March 31, 1976

     1     WHEREAS, It is not a gun that kills people, but the
     2  individual who pulls the trigger; and
     3     WHEREAS, The second amendment of the Constitution of the
     4  United States prohibits infringement upon the right of the
     5  people to keep and bear arms; and
     6     WHEREAS, History has shown us that in Germany in 1936, Adolph
     7  Hilter required all guns to be registered and in 1938 he had
     8  them confiscated; and
     9     WHEREAS, Without gun control, Switzerland has the lowest
    10  crime rate per capita; therefore be it
    11     RESOLVED (the Senate concurring), That the General Assembly
    12  of the Commonwealth of Pennsylvania memorialize the Congress of
    13  the United States to refrain from passage of any further type of
    14  gun control legislation, and to eliminate the present
    15  restrictive purchasing procedures from ammunition; and be it
    16  further
    17     RESOLVED, That copies of this resolution be transmitted to

     1  the President of the United States, to the presiding officers of
     2  each house of the Congress of the United States and to each
     3  Senator and Representative from Pennsylvania in the Congress of
     4  the United States.
