HOUSE RESOLUTION

        INTRODUCED BY KNEPPER, MENHORN, FISHER, KERNICK, PARKER,
           MRKONIC, VALICENTI AND TADDONIO, MARCH 23, 1976

        REFERRED TO COMMITTEE ON RULES, MARCH 24, 1976

                         In the House of Representatives, March 23, 1976

     1     WHEREAS, County and Commonwealth officials have made
     2  conflicting assessments on the financial and budgetary needs of
     3  Allegheny County; and
     4     WHEREAS, A full and complete study of the financial and
     5  budgetary requirements of Allegheny County would assist the
     6  General Assembly in determining the extent of any need for
     7  additional Commonwealth funding for Allegheny County; and
     8     WHEREAS, There is a question as to whether the proposed
     9  budget for Allegheny County adequately reflects county needs and
    10  whether such proposed county budget takes into account
    11  forseeable additional financial and budgetary pressures;
    12  therefore be it
    13     RESOLVED, That the House of Representatives of the
    14  Commonwealth of Pennsylvania direct the Urban Affairs Committee
    15  to examine and make a complete study of the financial and
    16  budgetary needs of Allegheny County, to determine the extent
    17  that additional Commonwealth funding may be necessary to assist


     1  the county in providing vital services; to determine whether the
     2  proposed county budget fully reflects county needs; and be it
     3  further
     4     RESOLVED, That said committee may hold hearings, take
     5  testimony and make its study at such places as it deems
     6  necessary within this Commonwealth. Each member of the committee
     7  shall have the power to administer oaths and affirmations to
     8  witnesses before the committee; and be it further
     9     RESOLVED, That the committee report its findings to the House
    10  as soon as possible together with any recommendations for
    11  remedial legislation.
