In the House of Representatives, November 17, 1975 1 WHEREAS, The United States, as a founder of the United 2 Nations Organization has had, since the inception of such 3 organization, a fundamental interest in promoting the purposes 4 and principles for which that organization was created, and 5 voluntarily contributes more than 168 million annually to its 6 maintenance; and 7 WHEREAS, In Article I of the Charter of the United Nations 8 Organization its purposes provide, not only for "respect for the 9 principle of equal rights and self-determination of peoples" in 10 the pursuit of "universal peace," but also for "respect for 11 human rights and for fundamental freedoms for all without 12 distinction as to race, sex, language, or religion"; and 13 WHEREAS, The General Assembly of the United Nations has 14 adopted on November 11, 1975 a resolution, which wrongfully 15 associates and equates Zionism with racism and racial 16 discrimination, and which, in effect, appears to endorse anti- 17 semitism, one of the most ancient and vicious forms of racism
1 that mankind has ever known; and 2 WHEREAS, As a result of the adoption of such resolution, 3 President Gerald Ford has stated that the United States 4 "deplores the characterization of Zionism as a form of racism" 5 and that it is his belief that the adoption of such resolution 6 "undermines the principles on which the United Nations is 7 based"; and 8 WHEREAS, Both Houses of Congress have promptly reacted to the 9 United Nations General Assembly vote equating Zionism and racism 10 by unanimously adopting resolutions condemning the United 11 Nations General Assembly action, and calling for a reassessment 12 and reappraisal of the United States relationship to and its 13 participation in such World Body; and 14 WHEREAS, The General Assembly of the Commonwealth of 15 Pennsylvania likewise condemns the deplorable and insidious 16 action taken by the General Assembly of the United Nations 17 which, by its attempt to equate Zionism with racism, now 18 threatens and subverts the very principles and goals for which 19 such World Body was created; therefore be it 20 RESOLVED (the Senate concurring), That the General Assembly 21 of the Commonwealth of Pennsylvania memorialize the President of 22 the United States and the Congress of the United States to make 23 an assessment and appraisal of America's future role and 24 participation in the United Nations, and, in connection 25 therewith, to conduct searching inquiries into the reasons or 26 motives for which the majority of such World Body has taken such 27 shameful and outrageous anti-semitic action, which undermines 28 and threatens the basic foundation for which such World Body was 29 created; and be it further 30 RESOLVED, That copies of this resolution be forwarded to 19750H0182R2445 - 2 -
