In the House of Representatives, June 3, 1975 1 WHEREAS, The continued growth of automation in this country 2 has not only served to cut back on new hiring in many 3 industries, but it has also caused the loss of jobs for many 4 existing employees; and 5 WHEREAS, The current economic problems have also contributed 6 to making many fewer jobs available to the American working 7 public; therefore be it 8 RESOLVED (the Senate concurring), That the General Assembly 9 of the Commonwealth of Pennsylvania memorialize the Congress of 10 the United States to investigate and take affirmative action in 11 the following areas to alleviate chronic unemployment and 12 hardship: 13 (1) Implement legislation to reduce the standard working day 14 from eight to six hours. 15 (2) Study the feasibility of providing a guaranteed annual 16 income to those individuals who have lost jobs due to automation 17 in industries that continue to prosper and work close to full
1 capacity, with this income to be financed at least in part by 2 such companies. 3 (3) Provide for full retirement and social security benefits 4 for all workers at age 55 so that they may more fully enjoy the 5 fruits of their many years of labor; and be it further 6 RESOLVED, That copies of this document be transmitted to the 7 legislatures of the States in the Union and to each Senator and 8 Representative in the Congress of the United States.
