In the House of Representatives, March 20, 1975 1 Medical and scientific analyses has produced evidence that a 2 human embryo or fetus exists as a living and growing human 3 individual from the time of conception and that the moment of 4 birth represents merely an identifiable point along the course 5 of human development, not the beginning of human life. 6 Respect for human life, including unborn human life, is 7 essential to the preservation of civilized society as we know 8 it. 9 The decision of the United States Supreme Court in Roe vs 10 Wade and companion cases has raised the perplexing question as 11 to whether or not all legal protection has been withdrawn from 12 an entire class of human beings, the unborn. Withdrawal of legal 13 protection of the life of any individual member of a society 14 imperils the right of life of every other member of that 15 society. Only an amendment to the United States Constitution
1 will guarantee protection of all human life; therefore be it 2 RESOLVED (the Senate concurring), That the General Assembly 3 of the Commonwealth of Pennsylvania memorialize the Congress of 4 the United States to pass an amendment to the United States 5 Constitution guaranteeing that all constitutional rights, 6 including due process and equal protection of the law, apply to 7 the unborn in the same manner and to the same extent as to all 8 other citizens of the United States; and be it further 9 RESOLVED, That copies of this resolution be transmitted to 10 the presiding officer of each House of Congress of the United 11 States and to each Senator and Representative from Pennsylvania 12 in the Congress of the United States.
