                       In the House of Representatives, January 28, 1975

     1     RESOLVED, That Rule 43 of the House of Representatives be
     2  amended to read:
     3                              RULE 43
     4               Standing Committees and Sub-Committees
     5     The Committee on Committees shall consist of the Speaker and
     6  fifteen members of the House, ten of whom shall be members of
     7  the Majority Party and five of whom shall be members of the
     8  Minority Party, whose duty shall be to recommend to the House
     9  the names of members who are to serve on the Standing Committees
    10  of the House.
    11     The Speaker shall appoint the Chairman and Vice-Chairman of
    12  each Standing Committee when such Standing Committee has no
    13  Standing Sub-committees as prescribed herein; when the Standing
    14  Committee has Standing Sub-Committees, the Speaker shall appoint
    15  a Sub-committee Chairman for each Standing Sub-committee. The
    16  Speaker shall appoint a secretary for each Standing Committee.
    17  The Minority Leader shall appoint the Minority Chairman and


     1  Minority Vice-Chairman of each Standing Committee and the
     2  Minority Sub-Committee Chairman for each Standing Sub-Committee.
     3     The Speaker of the House, Floor Leader of the Majority Party
     4  and the Floor Leader of the Minority Party shall be ex-officio
     5  members of all Standing Committees, without the right to vote
     6  and they shall be excluded from any limitation as to the number
     7  of members on the Committees or in counting a quorum.
     8     Twenty Standing Committees of the House, each to consist of
     9  twenty-three members except the Committee on Appropriations,
    10  which shall consist of twenty-nine members, are hereby created.
    11  In addition, there is hereby created twenty-three Standing Sub-
    12  Committees.
    13     All Standing Committees shall consist of fourteen members of
    14  the Majority Party and nine members of the Minority Party,
    15  except the Committee on Appropriations which shall consist of
    16  [nineteen] twenty-three members of the Majority Party and [ten]
    17  fourteen members of the Minority Party. The quorum for each of
    18  the Standing Committees and Sub-committees shall be no less than
    19  the majority of said Committees. The following are the Standing
    20  Committees and Sub-committees thereof:
    21     1.  Agriculture and Dairy Industries
    22     2.  Appropriations
    23         a.  Operating Budget, the Chairman of which shall be
    24                 the Vice-Chairman of the Appropriations Committee
    25                 I.  Department of Community Affairs
    26                 II.  Department of Education
    27                 III.  Department of Health
    28                 IV.  Department of Justice
    29                 V.  Department of Property and Supplies
    30                 VI.  Department of Welfare
