                                     AN ACT

     1  Amending Title 18 (Crimes and Offenses) of the Pennsylvania
     2     Consolidated Statutes, further providing for the carrying of
     3     certain registrations and licenses.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Subsection (c) of section 6106 of Title 18, act
     7  of November 25, 1970 (P.L.707, No.230), known as the
     8  Pennsylvania Consolidated Statutes, added December 6, 1972
     9  (P.L.1482, No.334) and amended October 12, 1973 (P.L.283,
    10  No.81), is amended to read:
    11  § 6106.  Firearms not to be carried without a license.

    13     (c)  Registration required in connection with field or stream
    14  exemptions.--Before any exception shall be granted under
    15  paragraph (b)(9) or (10) of this section to any person licensed
    16  to hunt, trap or fish or who desires to train dogs, such person
    17  shall at the time of securing his hunting or fishing license or
    18  any time after such license has been issued, register with the
    19  county treasurer the make of the firearm he desires to carry,

     1  and the caliber and number thereof, on a blank to be furnished
     2  by the Pennsylvania State Police. The original registration
     3  shall be delivered to the person registering such firearm, and a
     4  copy thereof shall be forwarded by the county treasurer to the
     5  Commissioner of the Pennsylvania State Police. As of January 1,
     6  1972, the county treasurer shall be entitled to collect a fee of
     7  50 cents for each such registration of a firearm which fee shall
     8  be paid to the county. The registration of a firearm, as
     9  provided in this subsection, shall be good only for the year for
    10  which the hunting or fishing license in connection with which it
    11  is granted, is issued. Any registration issued under the
    12  provisions of this subsection shall be carried by the recipient
    13  of such registration at all times when said individual has the
    14  firearm registered in possession.

    16     Section 2.  Subsection (a) of section 6109 of the act is
    17  amended to read:
    18  § 6109.  Licenses.
    19     (a)  Issue of license.--The chief or head of any police force
    20  or police department of a city, and, elsewhere, the sheriff of a
    21  county, may, upon the application of any person, issue a license
    22  to such person to carry a firearm in a vehicle or concealed on
    23  or about his person within this Commonwealth for not more than
    24  one year from date of issue, if it appears that the applicant
    25  has good reason to fear an injury to his person or property, or
    26  has any other proper reason for carrying a firearm, and that he
    27  is a suitable person to be so licensed. Any license issued under
    28  the provisions of this section shall be carried by the licensee
    29  at all times when the individual has the firearm in possession.

     1     Are there any other contracts similar to that signed by the
     2  Governor's office of administration and the Welfare Rights
     3  Organization now in existence?
     4     If so, how many, what does each do, and at what cost to the
     5  Pennsylvania taxpayer?
     6     What other grandiose plans does the Governor have to spend
     7  the rest of his $2,400,000 allotment on the eve of a
     8  Presidential election year and for whose benefit?; and be it
     9  further
    10     RESOLVED, That the committee may hold hearings, take
    11  testimony, and make its investigations at such places as it
    12  deems necessary. It may issue subpoenas under the hand and seal
    13  of its chairman commanding any person to appear before it and to
    14  answer questions touching matters properly being inquired into
    15  by the committee and to produce such books, papers, records and
    16  documents as the committee deems necessary. Such subpoenas may
    17  be served upon any person and shall have the force and effect of
    18  subpoenas issued out of the courts of this Commonwealth. Any
    19  person who wilfully neglects or refuses to testify before the
    20  committee or to produce any books, papers, records or documents,
    21  shall be subject to the penalties provided by the laws of the
    22  Commonwealth in such case. Each member of the committee shall
    23  have power to administer oaths and affirmations to witnesses
    24  appearing before the committee; and be it further
    25     RESOLVED, That within 30 calendar days after the committee
    26  has made its report the chairman of the committee shall cause a
    27  record of all expenses incurred by the committee, or the members
    28  thereof, which are payable at Commonwealth expense, to be filed
    29  with the Speaker of the House and the Speaker shall cause the
    30  same to be entered in the journal thereof. No expenses incurred

     1  by the committee or any member thereof shall be reimbursable by
     2  the Chief Clerk unless such expense shall first have been
     3  included as an expense item in the record heretofore required;
     4  and be it further
     5     RESOLVED, That the committee report its findings and proposed
     6  legislation, if such be necessary, to the General Assembly as
     7  soon as possible.
