AN ACT 1 Amending the act of June 19, 1931 (P.L.589, No.202), entitled, 2 as amended, "An act to promote the public health and safety, 3 by providing for the examination and licensure of those who 4 desire to engage in the occupation of barbering; regulating 5 barber shops and barber schools, and apprentices and students 6 therein; regulating compensation for service rendered; 7 conferring certain powers and duties on the Department of 8 Public Instruction; and providing penalties," deleting the 9 training requirement for applicants licensed by another 10 country. 11 The General Assembly of the Commonwealth of Pennsylvania 12 hereby enacts as follows: 13 Section 1. Section 4, act of June 19, 1931 (P.L.589, 14 No.202), entitled, as amended, "An act to promote the public 15 health and safety, by providing for the examination and 16 licensure of those who desire to engage in the occupation of 17 barbering; regulating barber shops and barber schools, and 18 apprentices and students therein; regulating compensation for 19 service rendered; conferring certain powers and duties on the 20 Department of Public Instruction; and providing penalties," 21 amended October 10, 1974 (P.L.698, No.234), is amended to read:
1 Section 4. Any person who is at least eighteen years of age 2 and of good moral character and temperate habits and has a 3 certificate showing completion of the eighth grade in an 4 approved secondary school or an equivalent education, as 5 determined by an examination conducted by the department, and 6 either (1) has a license or certificate of registration as a 7 practicing barber from another state or country which has 8 substantially the same requirements for licensing or registering 9 barbers as required by this act, or [(2) has a license or 10 certificate of registration as a practicing barber from another 11 country which has substantially the same requirements for 12 licensing or registering barbers as required by this act and has 13 studied the occupation and trained as a registered student in a 14 registered barber school for a period of at least twenty 15 consecutive weeks, or (3)] (2) can prove by current licenses or 16 satisfactory evidence that he has practiced as a barber in the 17 United States for at least five years prior to making 18 application in this State, shall upon the payment of the 19 required fee, be granted permission to take an examination to 20 determine his fitness to receive a certificate of registration 21 to practice barbering. Should he fail to pass the examination, 22 upon payment of the required fee, he may take another 23 examination if he so desires. In no event shall he or she be 24 permitted to practice barbering until he or she has received a 25 certificate of registration as a registered barber. 26 Section 2.
