AN ACT
1 Amending the act of June 26, 1974 (No.21-A), entitled "An act to
2 provide for the expenses of the Executive, Legislative and
3 Judicial Departments of the Commonwealth, the public debt and
4 for the public schools for the fiscal year July 1, 1974 to
5 June 30, 1975, and for the payment of bills incurred and
6 remaining unpaid at the close of the fiscal period ending
7 June 30, 1974; and providing for subpoena powers for
8 legislative appropriation committees," providing for a
9 reduction in an appropriation to the Department of Public
10 Welfare and further providing for the addition of an
11 appropriation for the Department of Public Welfare for the
12 establishment of Juvenile Security Units.
13 The General Assembly of the Commonwealth of Pennsylvania
14 hereby enacts as follows:
15 Section 1. Section 2, act of June 26, 1974 (No.21-A), known
16 as "The General Appropriation Act of 1974," is amended as
17 regards the Department of Public Welfare to read as follows:
18 Section 2. The following sums, or as much thereof as may be
19 necessary, are hereby specifically appropriated from the General
20 Fund to the several hereinafter named agencies of the Executive,
21 Legislative and Judicial Departments of the Commonwealth for the
22 payment of the salaries, wages or other compensation and travel
23 expense of the duly elected or appointed officers and employees
1 of the Commonwealth, for payment of fees of contractual services
2 rendered, for the purchase or rental of goods, services,
3 printing, equipment, land and buildings and for payment of any
4 other expenses, as provided by law or by this act, necessary for
5 the proper conduct of the duties, functions and activities and
6 for the purposes hereinafter set forth for the fiscal year
7 beginning July 1, 1974 and for the payment of bills incurred and
8 remaining unpaid at the close of the fiscal period ending June
9 30, 1974.

14 For the operation, maintenance and administration
15 of State youth development centers, youth development
16 day treatment centers, and youth forestry camps and
17 for the maintenance of delinquent boys and girls in
18 such facilities, and for the purchase of group home
19 services and foster home care for trainees boarded
20 out by the aforementioned institutions..............[21,367,000]

22 In addition to this amount, all moneys received
23 from the Federal Government or from any other source
24 as contributions for this program shall be paid into
25 the General Fund and credited to this appropriation.
26 For the conversion of existing buildings and
27 other improvements necessary for establishment of
28 Juvenile Security Units, at Cornwells Heights Youth
29 Development Center and New Castle Youth Development
