                                     AN ACT

     1  Amending the act of July 19, 1974 (No.176), entitled "An act
     2     providing for a compensation system for persons injured in
     3     motor vehicle accidents; requiring insurance for all motor
     4     vehicles required to be registered in Pennsylvania; defining
     5     compensable damage in motor vehicle accident cases;
     6     establishing an assigned claims plan; providing for
     7     arbitration; imposing powers and duties on courts, the
     8     Department of Transportation and the Insurance Commissioner;
     9     prohibiting certain discrimination; and providing penalties,"
    10     correcting errors of reference.

    11     The General Assembly of the Commonwealth of Pennsylvania
    12  hereby enacts as follows:
    13     Section 1.  Section 601, act of July 19, 1974 (No.176), known
    14  as the "Pennsylvania No-fault Motor Vehicle Insurance Act," is
    15  amended to read:
    16  § 601.  Operation of a vehicle without security.
    17     Any owner of a passenger vehicle, for which the existence of
    18  security for basic loss benefits and tort liability insurance is
    19  a requirement for its legal operation upon the public highways
    20  of this State, under either section 104 or 110 of this act or
    21  sections [418, 419 or 420] 1418, 1419, or 1420, act of April 29,
    22  1959 (P.L.58, No.32), known as The Vehicle Code, who operates

     1  such motor vehicle or permits it to be operated upon a public
     2  highway in this State without having in full force and effect
     3  security complying with the terms of section 104 is guilty of a
     4  misdemeanor. And any other person who operates such a motor
     5  vehicle upon a public highway in this Commonwealth with the
     6  knowledge that the owner does not have such security in full
     7  force and effect is guilty of a misdemeanor. And each person
     8  convicted of a misdemeanor under the terms of this section may
     9  be fined not less than one hundred dollars ($100) or more than
    10  five hundred dollars ($500) or may be imprisoned for not more
    11  than six months or both.
