                                     AN ACT

     1  Amending the act of June 3, 1937 (P.L.1333, No.320), entitled
     2     "An act concerning elections, including general, municipal,
     3     special and primary elections, the nomination of candidates,
     4     primary and election expenses and election contests; creating
     5     and defining membership of county boards of elections;
     6     imposing duties upon the Secretary of the Commonwealth,
     7     courts, county boards of elections, county commissioners;
     8     imposing penalties for violation of the act, and codifying,
     9     revising and consolidating the laws relating thereto; and
    10     repealing certain acts and parts of acts relating to
    11     elections," providing funding for certain advertising
    12     purposes and making an appropriation.

    13     The General Assembly of the Commonwealth of Pennsylvania
    14  hereby enacts as follows:
    15     Section 1.  The act of June 3, 1937 (P.L.1333, No.320), known
    16  as the "Pennsylvania Election Code," is amended by adding a
    17  section to read:
    18     Section 902.1.  Advertising of United States Gubernatorial
    19  Nominees.--The Commonwealth shall provide funds in the amount of
    20  five hundred thousand ($500,000.00) dollars to be expended only
    21  for the purposes of advertisement through the news media to each
    22  gubernatorial nominee of each party which received at least five
    23  per centum of the total vote in the previous gubernatorial

     1  election.
     2     Section 2.  All money appropriated under this act shall be
     3  given directly to the news media that the nominee directs, upon
     4  statement by the nominee that the advertising has been ordered
     5  at a specified price. Should any nominee order advertising, and
     6  then cancel it, all refunds will be made to the Secretary of
     7  State by the media involved.
     8     Section 3.  As much money as may be necessary from time to
     9  time is hereby appropriated to the Department of State to carry
    10  out the provisions of this act.
