AN ACT 1 Prescribing certain powers and duties of the Commissioner of the 2 Pennsylvania State Police concerning victims of rape. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. The Commissioner of the Pennsylvania State Police 6 shall establish guidelines for the use of officers and 7 investigators of the Pennsylvania State Police and the police of <-- 8 the municipalities of this Commonwealth being trained in the 9 procedure involved in the handling of rape cases. He shall, 10 after public hearings thereon, promulgate the same in the form 11 of regulations outlining the steps to be taken from the initial 12 contact with the victim to the prosecution of the alleged 13 offender and the means by which victims of such assaults can be 14 assured, as each step is taken, that the procedure involved is 15 not only necessary to protect others but also is being pursued 16 with the utmost consideration for their physical and emotional
1 well being. The regulations shall include a standard form to be 2 used by the Pennsylvania State Police and the police of the <-- 3 municipalities of this Commonwealth to record the report of an 4 alleged rape by the victim and the evidence thereof. 5 Section 2. The Commissioner of the Pennsylvania State Police 6 shall, through the instructional division of the Pennsylvania 7 State Police Academy, assure himself that, prior to graduation 8 from that institution, each student is certified as being 9 familiar with the content and application of the regulations 10 promulgated by him pursuant to the provisions of this act. 11 Section 3.
