                     Report of the Committee of Conference

        To the Members of the Senate and House of Representatives:

           We, the undersigned, Committee of Conference on the part of
        the Senate and House of Representatives for the purpose of
        considering House Bill No. 907, entitled:
        "An act amending the act of June 24, 1931 (P.L.1206, No.331),
        entitled 'An act concerning townships of the first class;
        amending, revising, consolidating, and changing the law relating
        thereto,' providing for appropriations for building hospitals."

                                     AN ACT

     1  Amending the act of June 24, 1931 (P.L.1206, No.331), entitled
     2     "An act concerning townships of the first class; amending,
     3     revising, consolidating, and changing the law relating
     4     thereto," providing for appropriations for building
     5     hospitals.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Section 1502, act of June 24, 1931 (P.L.1206,
     9  No.331), known as "The First Class Township Code," reenacted and
    10  amended May 27, 1949 (P.L.1955, No.569), is amended by adding a
    11  clause to read:
    12     Section 1502.  The corporate power of a township of the first
    13  class shall be vested in the board of township commissioners.
    14  The board shall have power--

    16     LXVIII.  Building Hospitals.--To appropriate not exceeding
    17  one dollar ($1) per township resident per year toward the
    18  maintenance and/or support of any medical center or hospital
    19  building and further appropriate from such funds toward the
    20  purchase and/or erection of medical or hospital facilities.
    21  Where the total cost of such purchase or erection exceeds one
    22  hundred thousand dollars ($100,000), it will necessitate
    23  approval by the appropriate health planning agency. The number
    24  of residents shall be determined from the latest decennial
    25  Federal census.
    26     Section 2.  This act shall take effect immediately.
