        SENATOR CIANFRANI, APPROPRIATIONS, IN SENATE, AS AMENDED,
           JUNE 22, 1976

                                     AN ACT

     1  Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An
     2     act to consolidate, editorially revise, and codify the public
     3     welfare laws of the Commonwealth," gradually increasing the
     4     maximum annual State grants to county institution districts
     5     or their successors for cost of child welfare programs.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Section 704, act of June 13, 1967 (P.L.31,
     9  No.21), known as the "Public Welfare Code," amended December 6,
    10  1972 (P.L.1434, No.316), is amended to read:
    11     Section 704.  Annual Grants.--(a) The department shall make
    12  annual grants to county institution districts or their
    13  successors to defray part or all, as the case may be, of the
    14  cost of child welfare programs authorized by law and developed
    15  jointly with the department in [an amount up to sixty percent]
    16  the following amounts of the total of all such approved
    17  expenditures for all county institution districts or their
    18  successors:

     1     (1)  Until June 30, 1974, no more than sixty percent.
     2     (2)  From July 1, 1974 to June 30, 1975, no more than
     3  seventy-five percent.
     4     (3)  From July 1, 1975 to June 30, 1976, AND THEREAFTER, no    <--
     5  more than ninety percent.
     6     (b)  In the event that sufficient State funds to pay the full
     7  amount of the grants to which county institution districts or
     8  their successors may be entitled under the provisions of this
     9  section have not been appropriated, the department shall
    10  distribute State funds among the county institution districts or
    11  their successors by a formula reasonably designed to achieve the
    12  objectives of section 701 of this article.
    13     Section 2.  This act shall take effect July 1, 1975
    14  irrespective of the date of its final enactment.
