AN ACT 1 Authorizing notaries public to issue annual renewals of motor 2 vehicle registration cards and license plates; requiring a 3 bond be posted; requiring an annual fee; and regulating the 4 functions relating to issuing annual registrations. 5 The General Assembly of the Commonwealth of Pennsylvania 6 hereby enacts as follows: 7 Section 1. Annual Renewals of Registration by Notaries 8 Public.--(a) Notaries public of each county, upon filing a 9 $10,000 bond and payment of an annual fee of $100 with the 10 Department of Revenue, may act as agents of the Department of 11 Revenue for the receiving of applications and issuing 12 registration cards and plates for the annual renewals of 13 registration of motor vehicles or tractors and for the 14 collection of the fees fixed by law for such renewals of 15 registration of motor vehicles or tractors. 16 (b) The notary public shall keep in his office a file or 17 book to be furnished by the department containing at all times a 18 correct and complete record of all renewal registrations issued 19 by him and he shall at the end of each week transmit to the
1 department all such applications received by him, a statement 2 showing all registrations issued by him, and the numbers 3 assigned to each applicant, all fees collected by him during 4 such weeks, and any other information and data the department 5 may require. 6 (c) All books, records and papers of the notary public 7 relating to the registration of motor vehicles and tractors 8 shall, at any reasonable time, be open to the inspection of any 9 officer of the Commonwealth and to any representative of the 10 Department of Revenue or the Department of the Auditor General. 11 (d) Any owner of a motor vehicle or tractor who desires to 12 renew the registration of such motor vehicle or tractor as 13 provided by law may make application for such renewal of 14 registration to the notary public of his respective county or, 15 if the applicant is not a resident of any county of the 16 Commonwealth, then the application may be made to the notary 17 public of the county in which such applicant may be for the time 18 being. Such applications shall be made on blanks to be furnished 19 by the department and shall be in the same form as now or 20 hereafter prescribed by law. 21 (e) At the time of making such application for renewal of 22 registration, there shall be paid to the notary public the 23 registration fee now or hereafter fixed by law, whereupon the 24 proper registration plates and cards which shall be furnished by 25 the department shall be issued to the applicant by the notary 26 public. 27 (f) The notary public's fee for service shall not exceed $5 28 per registration.
