                                     AN ACT

     1  Relating to the donation of State flags to organizations or
     2     individuals by the Secretary of the Commonwealth; requiring
     3     the Secretary of the Commonwealth to adopt rules and
     4     regulations; and making an appropriation.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  The Secretary of the Commonwealth shall procure a
     8  supply of State flags similar in size to the official State flag
     9  for donation to those individuals or organizations which submit
    10  worthwhile requests for a flag. Such individuals or
    11  organizations shall include but not be limited to, regular armed
    12  forces units, veterans' organizations, political subdivisions,
    13  nonprofit organizations, active military personnel or other
    14  groups or individuals deemed worthwhile by the Secretary.

     1     Section 2.  The Secretary of the Commonwealth shall adopt
     2  rules and regulations relating to the determination of
     3  worthwhile requests and the manner used to distribute the flag
     4  to those individuals or groups whose request is approved.
     5     Section 3.  The sum of $50,000, or as much as may be
     6  necessary, is specifically appropriated to the Secretary of the
     7  Commonwealth to carry out the purposes of this act.
     8     Section 4.  This act shall take effect in 60 days from the
     9  date of enactment.
