                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of Pennsylvania
     2     further providing for overriding the Governor's veto.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby resolves as follows:
     5     Section 1.  The following amendment to the Constitution of
     6  the Commonwealth of Pennsylvania is proposed in accordance with
     7  the provisions of the eleventh article thereof:
     8     That section fifteen of article four of the Constitution of
     9  the Commonwealth of Pennsylvania be amended to read:
    10     Section 15.  Approval of Bills; Vetoe.--Every bill which
    11  shall have passed both Houses shall be presented to the
    12  Governor; if he approves he shall sign it, but if he shall not
    13  approve he shall return it with his objections to the House in
    14  which it shall have originated, which House shall enter the
    15  objections at large upon their journal, and proceed to
    16  reconsider it. If after such re-consideration, [two-thirds] a
    17  majority of all the members elected to that House shall agree to
    18  pass the bill, it shall be sent with the objections to the other

     1  House by which likewise it shall be re-considered, and if
     2  approved by [two-thirds] a majority of all the members elected
     3  to that House it shall be a law; but in such cases the votes of
     4  both Houses shall be determined by yeas and nays, and the names
     5  of the members voting for and against the bill shall be entered
     6  on the journals of each House, respectively. If any bill shall
     7  not be returned by the Governor within ten days after it shall
     8  have been presented to him, the same shall be a law in like
     9  manner as if he had signed it, unless the General Assembly, by
    10  their adjournment, prevent its return, in which case it shall be
    11  a law, unless he shall file the same, with his objections, in
    12  the office of the Secretary of the Commonwealth, and give notice
    13  thereof by public proclamation within thirty days after such
    14  adjournment.
