A JOINT RESOLUTION 1 Proposing an amendment to article two, section sixteen of the 2 Constitution of Pennsylvania reducing the number of Senators 3 and Members of the House of Representatives. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby resolves as follows: 6 Section 1. The following amendment to the Constitution of 7 Pennsylvania is proposed in accordance with the provisions of 8 the eleventh article thereof: 9 That section sixteen, article two of the Constitution of 10 Pennsylvania be amended to read: 11 Section 16. Legislative Districts.--The Commonwealth shall 12 be divided into [fifty] forty senatorial and [two hundred three] 13 one hundred twenty-one representative districts, which shall be 14 composed of compact and contiguous territory as nearly equal in 15 population as practicable. Each senatorial district shall elect 16 one Senator, and each representative district one 17 Representative. Unless absolutely necessary no county, city, 18 incorporated town, borough, township or ward shall be divided in
1 forming either a senatorial or representative district. 2 SCHEDULE 3 The foregoing amendment to section sixteen, article two of 4 the Constitution of Pennsylvania shall become effective December 5 1, 1976 except that the Commonwealth shall be reapportioned as 6 provided in the Constitution of Pennsylvania not later than 7 February 1, 1976, based upon the tabulations of the 1970 Federal 8 decennial census and elections shall be held in each district in 9 1976.
