        INTRODUCED BY PECORA, SHAFFER, CORMAN, HELFRICK, REGOLI, LYNCH,
           ROSS AND AFFLERBACH, NOVEMBER 18, 1987

        SENATOR BELL, CONSUMER PROTECTION AND PROFESSIONAL LICENSURE, AS
           AMENDED, FEBRUARY 23, 1988

                                     AN ACT

     1  Amending the act of April 25, 1986 (P.L.89, No.33), entitled "An
     2     act amending the act of March 23, 1972 (P.L.136, No.52),
     3     entitled 'An act relating to the practice of psychology,
     4     providing for licensing of psychologists, making certain acts
     5     illegal and providing penalties,' reestablishing the State
     6     Board of Psychologist Examiners as the State Board of
     7     Psychology; providing for its composition, powers and duties;
     8     changing provisions relating to the issuance of licenses and
     9     the suspension and revocation of licenses; providing for
    10     fees; providing for penalties; and making repeals," further
    11     providing for the issuance of licenses.

    12     The General Assembly of the Commonwealth of Pennsylvania
    13  hereby enacts as follows:
    14     Section 1.  Section 20 of the act of April 25, 1986 (P.L.89,
    15  No.33), entitled "An act amending the act of March 23, 1972
    16  (P.L.136, No.52), entitled 'An act relating to the practice of
    17  psychology, providing for licensing of psychologists, making
    18  certain acts illegal and providing penalties,' reestablishing
    19  the State Board of Psychologist Examiners as the State Board of
    20  Psychology; providing for its composition, powers and duties;
    21  changing provisions relating to the issuance of licenses and the


     1  suspension and revocation of licenses; providing for fees;
     2  providing for penalties; and making repeals," is amended to
     3  read:
     4     Section 20.  To provide a transition period to persons who
     5  [are substantially near completion of the requirements]           <--
     6  DEMONSTRABLY INTENDED to apply for licensure AS HOLDERS OF        <--
     7  MASTER'S DEGREES IN PSYCHOLOGY under rules in existence
     8  immediately prior to the effective date of this act, the board,
     9  until December 31, 1995, shall issue initial licenses to persons
    10  [who do not have a doctoral degree but] who:
    11         (1)  by [September 30, 1986] March 31, 1988, submitted     <--
    12     evidence in a manner prescribed by the board of having
    13     completed or of being then currently enrolled in a graduate
    14     degree program in psychology; and
    15         (1)  [BY SEPTEMBER 30, 1986] WITHIN 180 DAYS OF THE        <--
    16     EFFECTIVE DATE OF THIS ACT, SUBMITTED EVIDENCE IN A MANNER
    17     PRESCRIBED BY THE BOARD OF HAVING, AS OF SEPTEMBER 30, 1986,
    18     COMPLETED OR [OF BEING THEN CURRENTLY] BEEN ENROLLED IN A
    19     MASTER'S DEGREE GRADUATE [DEGREE] PROGRAM IN PSYCHOLOGY; AND
    20         (2)  have completed three years of supervised experience
    21     as a psychologist-in-training, 3,500 hours of which shall
    22     have been supervised by a licensed psychologist in accordance
    23     with the requirements of the board; and
    24         (3)  have fulfilled all administrative requirements of
    25     the board and possessed all of the other qualifications for
    26     licensure in effect at the time of the examination; and
    27         (4)  have satisfactorily passed the examination.
    28     Section 2.  This act shall be retroactive to April 25, 1986.
    29     Section 3.  This act shall take effect immediately.
