Effective date. 6 The General Assembly of the Commonwealth of Pennsylvania 7 hereby enacts as follows: 8 PART I 9 GENERAL PROVISIONS 10 Section 101. Appropriations.--(a) Motor License Fund.--The 11 following sums, or as much thereof as may be necessary, are 12 hereby appropriated from the Motor License Fund to the 13 hereinafter named agencies of the Commonwealth for the payment 14 of salaries, wages and other compensation and travel expenses of 15 the duly elected or appointed officers and employees of the 16 Commonwealth, for contractual services and other expenses 17 necessary for the proper conduct of the duties, functions and 18 activities for the purposes hereinafter set forth for the fiscal 19 year beginning July 1, 1989, and for the payment of bills 20 incurred and remaining unpaid at the close of the fiscal year 21 ending June 30, 1989. 22 (b) Aviation Restricted Revenue Account.--The following 23 sums, or as much thereof as may be necessary, are hereby 24 appropriated from the Aviation Restricted Revenue Account in the 25 Motor License Fund to the hereinafter named agencies of the 26 Commonwealth for the purposes set forth herein for the fiscal 27 year beginning July 1, 1989, and for the payment of bills 28 incurred and remaining unpaid at the close of the fiscal year 29 ending June 30, 1989. 30 PART II 19890S1095B1287 - 2 -
1 MOTOR LICENSE FUND APPROPRIATIONS 2 FOR 1989-1990 3 SUBPART A 4 MOTOR LICENSE FUND 5 Section 201. Department of 6 Transportation.--The following amounts 7 are appropriated to the Department of 8 Transportation: Federal State 9 For the salaries, wages and all 10 necessary expenses for the proper 11 administration of the Department of 12 Transportation, including the State 13 Transportation Commission and the 14 State Transportation Advisory 15 Committee and the Statewide 16 coordination of municipal services. 17 State appropriation........ $23,825,000 18 For the salaries, wages and all 19 necessary expenses for the operation 20 of the Highway and Safety Improvement 21 Programs, including planning and 22 research, design, engineering, right- 23 of-way acquisition and the operation 24 of the engineering district facilities 25 and liaison services with communities 26 on local road engineering and 27 construction activities. 28 State appropriation........ 190,000,000 29 For transfer to the Highway- 30 Railroad and Highway Bridge 19890S1095B1287 - 3 -
1 Improvement Restricted Account to be 2 used as matching funds for a timber 3 bridge demonstration project. Funds 4 may be used for costs incurred in the 5 research, design and construction of 6 timber bridges on locally owned 7 highways in accordance with 8 specifications prepared or approved by 9 the Department of Transportation. 10 State appropriation........ 500,000 11 For the salaries, wages and all 12 necessary expenses for the 13 administration and operation of the 14 maintenance program for State roads, 15 bridges, tunnels and structures, 16 including the operation of the county 17 maintenance district facilities. 18 State appropriation........ 589,963,000 19 For supplemental maintenance 20 program payments. 21 State appropriation........ 13,663,000 22 For the construction of salt 23 storage facilities. 24 State appropriation........ 1,500,000 25 For reinvestment in Department of 26 Transportation Facilities. 27 State appropriation........ 2,000,000 28 For rest area improvements. 29 State appropriation........ 2,000,000 30 For the salaries, wages and all 19890S1095B1287 - 4 -
1 necessary expenses for the 2 administration of the Traffic Safety 3 Program and the administration and 4 operation of the Operator and Vehicle 5 Registration Programs. 6 State appropriation........ 50,666,000 7 For motor vehicle insurance 8 compliance. 9 State appropriation........ 409,000 10 For the commercial driver licensing 11 program. 12 State appropriation........ 2,522,000 13 For the high accident corridor 14 corrections program. 15 State appropriation........ 10,000,000 16 For rental payments to the State 17 Highway and Bridge Authority for 18 projects constructed with funds 19 borrowed by the authority. 20 State appropriation........ 18,869,000 21 For payments to municipalities to 22 assist in maintenance and construction 23 costs of roads. 24 State appropriation........ 163,949,000 25 For supplemental payments to 26 municipalities to assist in 27 maintenance and construction costs of 28 roads in accordance with 75 Pa.C.S. 29 Ch. 93 (relating to supplemental 30 funding for municipal highway 19890S1095B1287 - 5 -

Governor.--The 6 following amounts are appropriated to 7 the Governor for Executive Offices: Federal State 8 For comptroller operations related 9 to the Motor License Fund. 10 State appropriation........ 4,510,000 11 Section 203. Treasury 12 Department.--The following amounts are 13 appropriated to the Treasury 14 Department: Federal State 15 For payment of refunds of liquid 16 fuels taxes for agricultural use to 17 which the Commonwealth is not 18 entitled. 19 State appropriation........ 4,000,000 20 For the payment of salaries, wages 21 and all necessary expenses in the 22 proper administration of the program 23 to refund liquid fuels taxes to which 24 the Commonwealth is not entitled. 25 State appropriation........ 297,000 26 For the payment of approved claims 27 for the refunding of liquid fuels 28 taxes and fuel use taxes to which the 29 Commonwealth is not entitled. 30 State appropriation........ 350,000 19890S1095B1287 - 6 -
1 For the payment of approved claims 2 for the refunding of emergency liquid 3 fuels tax moneys to which the 4 Commonwealth is not entitled. 5 State appropriation........ 1,000 6 Refunding liquid fuels tax - 7 political subdivision use. 8 State appropriation........ 2,100,000 9 Refunding liquid fuels tax - 10 volunteer fire companies, volunteer 11 ambulance services and volunteer 12 rescue squads. 13 State appropriation........ 175,000 14 Refunding liquid fuels tax - to the 15 Boat Fund for the use of the Fish 16 Commission for the improvement of the 17 waters of Pennsylvania on which 18 motorboats are permitted to operate. 19 State appropriation........ 1,500,000 20 For the payment of principal and 21 interest requirements on general 22 obligation bonds issued for 23 transportation projects. 24 State appropriation........ 165,066,000 25 For payment of principal and 26 interest requirements on general 27 obligation bonds issued for public 28 improvements. 29 State appropriation........ 1,508,000 30 For interest payments on 19890S1095B1287 - 7 -

Department of 2 Revenue.--The following amounts are 3 appropriated to the Department of 4 Revenue: Federal State 5 For the proper administration and 6 enforcement of the regulations under 7 the Liquid Fuels Tax Act, Motor 8 Carriers Road Tax Act and Bus Compact. 9 State appropriation........ 7,165,000 10 Section 207. Pennsylvania State 11 Police.--The following amounts are 12 appropriated to the Pennsylvania State 13 Police: Federal State 14 For transfer to the General Fund to 15 finance the Traffic Control and the 16 Traffic Safety Facilities Program of 17 the Pennsylvania State Police. 18 State appropriation........ 179,444,000 19 For transfer to the General Fund to 20 finance the Municipal Police Officers' 21 Education and Training Commission. 22 State appropriation........ 2,875,000 23 For transfer to the General Fund to 24 finance adequate replacement patrol 25 vehicles. 26 State appropriation........ 3,635,000 27 For the commercial driver licensing 28 program. 29 State appropriation........ 1,307,000 30 SUBPART B 19890S1095B1287 - 9 -
1 AVIATION RESTRICTED REVENUE ACCOUNT 2 Section 221. Department of 3 Transportation.--The following amounts 4 are appropriated to the Department of 5 Transportation: Federal State 6 For payment for aviation 7 operations, including the operation 8 and maintenance of State-owned 9 aircraft, payment of general expenses, 10 supplies, printing and equipment; for 11 the development and maintenance of 12 State airports and the maintenance and 13 repair of landing fields, intermediate 14 landing fields, landing field 15 equipment, beacon sites and other 16 navigation facilities; and for the 17 encouragement and development of civil 18 aeronautics. 19 State appropriation........ 10,115,000 20 For payment for airport 21 construction and development, 22 including encouragement and 23 development of aeronautics, 24 development of State airports and 25 assistance to political subdivisions 26 and municipal authorities in the 27 construction and improvement of 28 airports and other aeronautical 29 facilities. 30 State appropriation........ 5,000,000 19890S1095B1287 - 10 -
1 For payments to public airports for 2 runway rehabilitation. 3 State appropriation........ 500,000 4 For real estate tax rebate payments 5 to privately owned public use 6 airports. 7 State appropriation........ 220,000 8 For business airport grants. 9 State appropriation........ 2,000,000 10 Section 222. Treasury 11 Department.--The following amounts are 12 appropriated to the Treasury 13 Department: Federal State 14 For payment for aviation-related 15 debt service. 16 State appropriation........ 183,000 17 PART III 18 MISCELLANEOUS PROVISIONS 19 Section 301. Lapsing of unused funds.--(a) Except as 20 otherwise provided by law or in subsection (b), that part of all 21 appropriations in Part II unexpended, uncommitted or 22 unencumbered as of June 30, 1990, shall automatically lapse as 23 of that date. 24 (b) The appropriations in section 221 of Part II for airport 25 development, runway rehabilitation, business airport grants and 26 real estate tax rebate payments shall be two-year continuing 27 appropriations. 28 Section 302.
