AN ACT
Establishing the Primary Care Investment Task Force; and
providing for duties of the Primary Care Investment Task
Force.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Primary Care
Investment Task Force Act.
Section 2. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Carrier." An insurer that offers a health benefit plan.
"Department." The Department of Human Services of the
Commonwealth.
"Enrollee." An individual enrolled in a health benefit plan.
"Primary care." Family medicine, general internal medicine
or general pediatrics.

"Primary care provider." A physician licensed in this
Commonwealth whose clinical practice is in the area of primary
care, including an allopathic or osteopathic physician who
specializes in pediatrics, family medicine, internal medicine or
obstetrics and gynecology.
"Secretary." The Secretary of Human Services of the
Commonwealth.
"Task force." The Primary Care Investment Task Force
established under section 3(a).
Section 3. Primary Care Investment Task Force.
(a) Establishment.--The Primary Care Investment Task Force
is established.
(b) Duties.--The task force shall advise and assist in
developing and sharing best practices in technical assistance
and methods of reimbursement that direct greater health care
resources and investments toward supporting and facilitating
health care innovation and care improvement in primary care.
Section 4. Meetings, compensation and composition of task
force.
(a) Meetings.--Within one year of the effective date of this
subsection, the department shall schedule and coordinate at
least four meetings of the task force.
(b) Compensation.--Members of the task force shall not be
compensated, but shall be reimbursed for reasonable expenses.
(c) Composition.--The task force shall consist of the
following members and any other members the department deems
necessary to assist in the task force's duties under section
3(b):
(1) The secretary or the secretary's designee.
(2) The Secretary of Health or the secretary's designee.

(3) The Insurance Commissioner or the commissioner's
designee.
(4) A representative of the Pennsylvania Academy of
Family Physicians.
(5) A representative of the Pennsylvania section of the
American Congress of Obstetricians and Gynecologists.
(6) A representative of the Pennsylvania Chapter of the
American College of Physicians.
(7) A representative of the Pennsylvania Chapter of the
American Academy of Pediatrics.
(8) A representative of the Hospital and Healthsystem
Association of Pennsylvania.
(9) A representative of the Pennsylvania Association of
Community Health Centers.
(10) No more than three representatives of commercial
health insurance carriers appointed by the secretary.
(11) No more than three representatives of Medicaid
managed care organizations appointed by the secretary.
(12) National or state experts in the analysis of
primary care spending appointed by the secretary, including
an expert from the Milbank Memorial Fund and Patient-Centered
Primary Care Collaborative.
(d) Recommendations.--The task force shall summarize its
findings and develop recommendations for the General Assembly to
consider within one year of the effective date of this
subsection.
Section 5. Effective date.
This act shall take effect immediately.
