SENATE BILL

        INTRODUCED BY CONTI, HELFRICK, GERLACH, KUKOVICH, RHOADES,
           MOWERY, COSTA, SCHWARTZ, O'PAKE AND BOSCOLA, MARCH 13, 2001

        REFERRED TO ENVIRONMENTAL RESOURCES AND ENERGY, MARCH 13, 2001

                                     AN ACT

     1  Authorizing the incurring of additional indebtedness, with
     2     approval of the electors, of $500,000,000 to provide
     3     additional funds for the Keystone Recreation, Park and
     4     Conservation Fund.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7  Section 1.  Question.
     8     The question of incurring additional indebtedness of
     9  $500,000,000 for the purposes specified in sections 3 and 5
    10  shall be submitted to the electors at the next primary,
    11  municipal or general election following enactment of this act.
    12  Section 2.  Certification.
    13     The Secretary of the Commonwealth shall certify the form of
    14  the question under section 3 to the county boards of elections.
    15  Section 3.  Form of question.
    16     The question under section 1 shall be in substantially the
    17  following form:
    18         Do you favor the incurring of additional indebtedness by
    19         the Commonwealth of $500,000,000 for the provision of

     1         additional moneys for the Keystone Recreation, Parks and
     2         Conservation Fund?
     3  Section 4.  Election.
     4     The election shall be conducted in accordance with the act of
     5  June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania
     6  Election Code, except that the time limits for advertisement of
     7  notice of the election may be waived as to the question.
     8  Section 5.  Proceeds.
     9     Proceeds of borrowing shall be deposited into the Keystone
    10  Recreation, Park and Conservation Fund to be allocated as
    11  follows:
    12         (1)  Two hundred fifty million dollars shall be used to
    13     acquire and preserve natural areas.
    14         (2)  Two hundred fifty million dollars shall be used for
    15     the purposes of the Keystone Recreation, Park and
    16     Conservation Fund.
    17  Section 6.  Effective date.
    18     This act shall take effect immediately.
