| A RESOLUTION |
| |
1 | Directing the Budget and Finance Committee to conduct an |
2 | economic impact study of the brewery industry in this |
3 | Commonwealth. |
4 | RESOLVED, That the Senate direct the Budget and Finance |
5 | Committee to conduct an economic impact study of the brewery |
6 | industry in this Commonwealth, which study shall: |
7 | (1) define and explain the act of April 12, 1951 |
8 | (P.L.90, No.21), known as the Liquor Code, and its |
9 | administration in layman's terms in order to assist those |
10 | outside of the brewery industry to understand the issues and |
11 | challenges faced by the brewery industry under the current |
12 | regulatory framework; |
13 | (2) detail the historical and current conditions of the |
14 | brewery industry over the last 15 years, including, but not |
15 | limited to: growth of PA breweries; the global, national and |
16 | local business climate of breweries; the business climate of |
17 | beer wholesalers and retailers; and the consideration of |
18 | breweries as manufacturers; |

1 | (3) focus on the ownership of the breweries, in terms of |
2 | their status as private, family owned or publicly held; |
3 | (4) explore the economic effects of the brewery industry |
4 | and how the brewery industry generates wealth and |
5 | productivity for individuals and other industries; |
6 | (5) research brewery industry employment, payroll, |
7 | capital expenditures and investments that have been made by |
8 | the brewery industry into the economy of this Commonwealth; |
9 | (6) identify the overall philanthropic contributions |
10 | made by the brewery industry to charitable and community- |
11 | based causes and the overall role that breweries in this |
12 | Commonwealth play in their communities in terms of generating |
13 | civic pride and economic development; |
14 | (7) explain the three-tier system, requirements |
15 | regarding exclusive distribution agreements and the impact of |
16 | these factors on the brewery industry; |
17 | (8) identify and detail the potential for the linkage of |
18 | breweries to the overall efforts to become a tourist |
19 | destination; |
20 | (9) examine industry clusters in food and beverage and |
21 | how the presence of these clusters has been positively |
22 | exploited by other regions, including economic capitalization |
23 | of clusters such as wine in the Napa Valley and the Bordeaux |
24 | region of France, Germany/Bavaria and its linkage to malt |
25 | beverages and Wisconsin and its linkage to cheese; |
26 | (10) determine how the brewing industry in this |
27 | Commonwealth can be used to promote value-added economic |
28 | development and jobs on a Statewide and regional level; |
29 | (11) identify ways in which State governmental and |
30 | community entities can assist breweries in this Commonwealth |

1 | in maintaining a competitive advantage to ensure that |
2 | economic growth will continue for the brewing industry and |
3 | thus create growth for Pennsylvania economies overall; |
4 | (12) identify legislative, administrative and regulatory |
5 | actions which will ensure the brewery industry’s continued |
6 | growth, thus creating family-sustaining jobs and industry |
7 | expansion in other sectors; and |
8 | (13) evaluate the enactment of a tax credit for capital |
9 | investments by breweries in this Commonwealth; |
10 | and be it further |
11 | RESOLVED, That the committee submit its study to the Senate |
12 | not later than one year from adoption of this resolution. |
