| A RESOLUTION |
| |
1 | Memorializing the Congress of the United States to authorize | <-- |
2 | reauthorize a provision which would permit states to use toll |
3 | credits as matching funds with Federal dollars to build |
4 | highways such as the Appalachian Development Highway System. |
5 | WHEREAS, Roadways are a key to a prosperous and free America; |
6 | and |
7 | WHEREAS, Infrastructure projects require a joint effort by |
8 | both the Federal and state governments; and |
9 | WHEREAS, Construction of the Appalachian Development Highway |
10 | System was authorized by the Appalachian Regional Development |
11 | Act of 1965 (Public Law 89-4) to ensure that Appalachia's |
12 | economic growth was no longer stifled by isolation from the |
13 | surrounding area; and |
14 | WHEREAS, The Appalachian Development Highway System is |
15 | currently authorized at 3,090 miles, traversing 13 states from |
16 | Mississippi through New York State; and |
17 | WHEREAS, By the end of fiscal year 2009, 2,694.6 miles, |
18 | approximately 87% of the miles authorized, were complete or |

2 | WHEREAS, Many of the remaining miles of the Appalachian |
3 | Development Highway System will be the most expensive to build; |
4 | and |
5 | WHEREAS, Previous Federal transportation bills, such as the |
6 | Transportation Equity Act for the 21st Century (Public Law |
7 | 105-178), contained an important provision which allowed states |
8 | to use toll credits, earned by contributing money to improve |
9 | toll roads, as matching funds with Federal dollars to pay for |
10 | highway projects such as the Appalachian Development Highway |
11 | System; and |
12 | WHEREAS, Due to the economic downturn that has swept over the |
13 | country, states' budgets have been severely cut, resulting in |
14 | limited resources; and |
15 | WHEREAS, The current transportation bill does not contain a |
16 | provision that would allow toll credits to be used as matching |
17 | funds with Federal dollars to pay for highway projects; and |
18 | WHEREAS, Without the provision allowing states to use toll |
19 | credits as matching funds with Federal dollars to pay for |
20 | highway projects, many states cannot meet the funding |
21 | requirements necessary to build highways; and |
22 | WHEREAS, For example, construction on part of Route 219 |
23 | running from Somerset to Meyersdale, part of the Appalachian |
24 | Development Highway System, is at an impasse due to a $35 |
25 | million State funding shortfall; therefore be it and | <-- |
26 | WHEREAS, For an additional example, construction of the |
27 | Central Susquehanna Valley Thruway that will be part of the |
28 | United States Routes 11 and 15 corridor was recently designated |
29 | as part of the Appalachian Development Highway System, and would |
30 | require the use of toll credits to be constructed; therefore be |

2 | RESOLVED, That the Senate of Pennsylvania memorialize the |
3 | Congress of the United States to reauthorize a provision which |
4 | would permit states to use toll credits as matching funds with |
5 | Federal dollars to build highways such as the Appalachian |
6 | Development Highway System; and be it further |
7 | RESOLVED, That copies of this resolution be transmitted to |
8 | the presiding officers of each house of Congress and to each |
9 | member of Congress from Pennsylvania. |
