A RESOLUTION

Memorializing the Congress of the United States to authorize a

2

provision which would permit states to use toll credits as

3

matching funds with Federal dollars to build highways such as

4

the Appalachian Development Highway System.

WHEREAS, Roadways are a key to a prosperous and free America;

6

and

7

WHEREAS, Infrastructure projects require a joint effort by

8

both the Federal and state governments; and

9

WHEREAS, Construction of the Appalachian Development Highway

10

System was authorized by the Appalachian Regional Development

11

Act of 1965 (Public Law 89-4) to ensure that Appalachia's

12

economic growth was no longer stifled by isolation from the

13

surrounding area; and

14

WHEREAS, The Appalachian Development Highway System is

15

currently authorized at 3,090 miles, traversing 13 states from

16

Mississippi through New York State; and

17

WHEREAS, By the end of fiscal year 2009, 2,694.6 miles,

18

approximately 87% of the miles authorized, were complete or

19

under construction; and

WHEREAS, Many of the remaining miles of the Appalachian

2

Development Highway System will be the most expensive to build;

3

and

4

WHEREAS, Previous Federal transportation bills, such as the

5

Transportation Equity Act for the 21st Century (Public Law

6

105-178), contained an important provision which allowed states

7

to use toll credits, earned by contributing money to improve

8

toll roads, as matching funds with Federal dollars to pay for

9

highway projects such as the Appalachian Development Highway

10

System; and

11

WHEREAS, Due to the economic downturn that has swept over the

12

country, states' budgets have been severely cut, resulting in

13

limited resources; and

14

WHEREAS, The current transportation bill does not contain a

15

provision that would allow toll credits to be used as matching

16

funds with Federal dollars to pay for highway projects; and

17

WHEREAS, Without the provision allowing states to use toll

18

credits as matching funds with Federal dollars to pay for

19

highway projects, many states cannot meet the funding

20

requirements necessary to build highways; and

21

WHEREAS, For example, construction on part of Route 219

22

running from Somerset to Meyersdale, part of the Appalachian

23

Development Highway System, is at an impasse due to a $35

24

million State funding shortfall; therefore be it

25

RESOLVED, That the Senate of Pennsylvania memorialize the

26

Congress of the United States to reauthorize a provision which

27

would permit states to use toll credits as matching funds with

28

Federal dollars to build highways such as the Appalachian

29

Development Highway System; and be it further

30

RESOLVED, That copies of this resolution be transmitted to

the presiding officers of each house of Congress and to each

2

member of Congress from Pennsylvania.
