                                     AN ACT

     1  Making appropriations to the Wistar Institute-Research,
     2     Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The sum of $246,000 is hereby appropriated
     6  to the Wistar Institute-Research, Philadelphia, for the fiscal
     7  year July 1, 1992, to June 30, 1993, for the operation and
     8  maintenance of the institute. Payment of this appropriation
     9  shall be made by the Secretary of Health in equal quarterly
    10  payments.
    11     (b)  The sum of $106,000 is hereby appropriated to the Wistar
    12  Institute-Research, Philadelphia, for the fiscal year July 1,
    13  1992, to June 30, 1993, for research on acquired immune
    14  deficiency syndrome.
    15     Section 2.  The Wistar Institute-Research shall provide full,
    16  complete and accurate information as may be required by the
    17  Department of Health or the Majority Chairman or the Minority


     1  Chairman of the Appropriations Committee of the Senate or the
     2  Majority Chairman or the Minority Chairman of the Appropriations
     3  Committee of the House of Representatives.
     4     Section 3.  No funds from an appropriation made by this act
     5  shall be made available for expenditure after October 1, 1992,
     6  unless a good faith effort, as prescribed by the Department of
     7  Public Welfare, has been made to hire welfare clients for new
     8  jobs created as a result of the State appropriations. No
     9  existing employees or employees on unemployment compensation are
    10  to be displaced by this effort. A report detailing these efforts
    11  is to be submitted to the Department of Public Welfare by
    12  September 15, 1992. The Department of Public Welfare shall give
    13  written notification of compliance to the State Treasurer.
    14     Section 4.  This act shall take effect July 1, 1992, or
    15  immediately, whichever is later.
