                                     AN ACT

     1  Amending the act of August 6, 1991 (P.L.326, No.33), entitled
     2     "An act relating to agriculture and rural youth; creating an
     3     Agriculture and Rural Youth Organization Grant Program;
     4     imposing duties on the Department of Agriculture; and
     5     providing for funding," further defining "agriculture and
     6     rural youth organization"; further providing for
     7     authorization and purpose and for funding; and making an
     8     appropriation.

     9     The General Assembly of the Commonwealth of Pennsylvania
    10  hereby enacts as follows:
    11     Section 1.  The definition of "agriculture and rural youth
    12  organization" in section 2 of the act of August 6, 1991
    13  (P.L.326, No.33), known as the Agriculture and Rural Youth
    14  Development Act, is amended to read:
    15  Section 2.  Definitions.
    16     The following words and phrases when used in this act shall
    17  have the meanings given to them in this section unless the
    18  context clearly indicates otherwise:

     1     "Agriculture and rural youth organization."  Any organization
     2  composed mainly of youth and organized to promote development in
     3  the areas of agriculture, agriculture education, rural community
     4  leadership, vocational training and peer fellowship. The term
     5  includes, but is not limited to, Pennsylvania FFA, 4-H, Ag in
     6  the classroom, Future Homemakers of America and vocational
     7  education programs.

     9     Section 2.  Sections 4(b), 8 and 9 of the act are amended to
    10  read:
    11  Section 4.  Authorization and purpose.
    12     * * *
    13     (b)  Purpose.--Grants awarded under the provisions of this
    14  act may be used for any of the following purposes:
    15         (1)  To cover the costs of special projects conducted by
    16     the organization and approved by the board.
    17         (2)  For educational programs conducted by the
    18     organization and approved by the board.
    19         (3)  For educational seminars and field trips conducted
    20     by the organization and approved by the board.
    21         (4)  For agricultural safety training programs conducted
    22     by the organization and approved by the board.
    23         (5)  For certain capital projects and equipment purchases
    24     approved by the board.
    25         (6)  Training of educators for agriculture in the
    26     classroom initiatives, as approved by the board.

    28  Section 8.  [Funding] Appropriation.
    29     [The department shall use as much moneys as are necessary and
    30  available from the Rural Rehabilitation Corporation assets] The

     1  sum of $150,000 is hereby appropriated from the General Fund for
     2  the implementation of the provisions of this act.
     3  [Section 9.  Expiration.
     4     The provisions of this act shall terminate when the Rural
     5  Rehabilitation Corporation assets have been depleted.]
     6     Section 3.  This act shall take effect in 60 days.
