AN ACT
1 Making an appropriation to the Downingtown Industrial and
2 Agricultural School, Downingtown.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. The sum of $78,000 is hereby appropriated to the
6 Downingtown Industrial and Agricultural School for payment of
7 debts incurred prior to July 1, 1984. Payment of this
8 appropriation shall be made by the Secretary of Education in
9 equal quarterly payments.
10 Section 2. The Downingtown Industrial and Agricultural
11 School shall provide full, complete and accurate information as
12 may be required by the Department of Education or the Majority
13 Chairman or the Minority Chairman of the Appropriations
14 Committee of the Senate or the Majority Chairman or the Minority
15 Chairman of the Appropriations Committee of the House of
16 Representatives.
17 Section 3. No funds from an appropriation made by this act
1 shall be made available for expenditure after October 1, 1992,
2 unless a good faith effort, as prescribed by the Department of
3 Public Welfare, has been made to hire welfare clients for new
4 jobs created as a result of the State appropriations. No
5 existing employees or employees on unemployment compensation are
6 to be displaced by this effort. A report detailing these efforts
7 is to be submitted to the Department of Public Welfare by
8 September 15, 1992. The Department of Public Welfare shall give
9 written notification of compliance to the State Treasurer.
10 Section 4. This act shall take effect July 1, 1992, or
11 immediately, whichever is later.
