                                     AN ACT

     1  Establishing the Legislative Eisenhower Centennial Commission;
     2     and providing for its funding.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Short title.
     6     This act shall be known and may be cited as the Legislative
     7  Eisenhower Centennial Commission Law.
     8  Section 2.  Legislative findings.
     9     The General Assembly finds the following:
    10         (1)  October 14, 1990, will mark the 100th anniversary of
    11     the birth of President Dwight David Eisenhower. To
    12     commemorate the occasion, the Eisenhower Society and the
    13     National Park Service will conduct a series of special events
    14     at the Eisenhower National Historic Site in Gettysburg,
    15     Pennsylvania.
    16         (2)  As an officer in the United States Army, President
    17     Eisenhower first came to Gettysburg in the spring of 1918. At


     1     Camp Colt, he was instrumental in founding a separate armored
     2     unit known as the Tank Corps for which he won the
     3     Distinguished Service Medal.
     4         (3)  Following his service as Supreme Commander of Allied
     5     Forces in Europe during World War II and its aftermath,
     6     President Eisenhower purchased a farm near the battlefield at
     7     Gettysburg as a country retreat in 1950. The farm was the
     8     first home that he and his wife, Mamie, ever owned and was
     9     the only truly permanent home the Eisenhowers were to have.
    10         (4)  The Eisenhower Farm also was the site of important
    11     official visits by many heads of state, including Soviet
    12     Premier Nikita Khruschev, British Prime Minister Sir Winston
    13     Churchill and French President Charles de Gaulle.
    14         (5)  Because the Eisenhower Farm in Gettysburg played
    15     such an important role both in the personal and public life
    16     of President Eisenhower and in the history of the United
    17     States, it is wholly appropriate for the General Assembly to
    18     encourage the active participation of the Commonwealth in the
    19     celebration of the 100th anniversary of the birth of our 34th
    20     president.
    21  Section 3.  Definitions.
    22     The following words and phrases when used in this act shall
    23  have the meanings given to them in this section unless the
    24  context clearly indicates otherwise:
    25     "Commission."  The Legislative Eisenhower Centennial
    26  Commission.
    27     "National Park Service."  The National Park Service of the
    28  Department of the Interior of the Federal Government.
    29  Section 4.  Commission created.
    30     The General Assembly hereby creates the Legislative

     1  Eisenhower Centennial Commission to encourage and enhance the
     2  participation of the Commonwealth in the observance of the 100th
     3  anniversary of the birth of President Dwight David Eisenhower.
     4  Section 5.  Membership.
     5     The commission shall be comprised of four members of the
     6  General Assembly and four members of the public. One legislative
     7  and one public member shall be appointed by each of the
     8  following: the Speaker of the House of Representatives, the
     9  Minority Leader of the House of Representatives, the President
    10  pro tempore of the Senate and the Minority Leader of the Senate.
    11  The commission shall elect a chairman from among its members.
    12  Section 6.  Powers and duties.
    13     The commission shall:
    14         (1)  Cooperate with the Eisenhower Society, the National
    15     Park Service and any other public or private groups planning
    16     for the observance of the Eisenhower Centennial in this
    17     Commonwealth.
    18         (2)  Be empowered to enter into contracts and execute all
    19     instruments necessary or convenient for carrying out its
    20     operations.
    21         (3)  Authorize expenditures from any funds appropriated
    22     or provided to support the activities of the Eisenhower
    23     Centennial in this Commonwealth.
    24         (4)  Submit a report to the General Assembly of the
    25     activities of the commission.
    26  Section 7.  Contributions.
    27     In addition to any funds appropriated by the General Assembly
    28  to support the activities of the commission, all moneys received
    29  from other sources as contributions to these activities shall be
    30  paid into the General Fund and credited to this appropriation.

     1  The commission shall also be authorized to accept services and
     2  in-kind contributions for its activities.
     3  Section 8.  Sunset.
     4     (a)  Final report.--The commission shall complete its
     5  business and submit its final report to the General Assembly by
     6  November 30, 1990.
     7     (b)  Expiration.--This act shall expire and the commission
     8  shall terminate November 30, 1990.
     9  Section 9.  Effective date.
    10     This act shall take effect immediately.
