                               A JOINT RESOLUTION

     1  Petitioning Congress to call a convention to propose an
     2     amendment to the Constitution of the United States to
     3     prohibit the Federal Government from increasing costs of
     4     states by reducing the proportion of Federal funds allocated
     5     to the states or requiring new or increased costs for
     6     mandated activities or services without funding.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby resolves as follows:
     9     Section 1.  The Senate and House of Representatives of the
    10  Commonwealth of Pennsylvania, pursuant to Article V of the
    11  Constitution of the United States, petitions the Congress of the
    12  United States of America, at its session, to call a convention
    13  for the purpose of proposing an amendment to the Constitution of
    14  the United States to prohibit the Federal Government from
    15  reducing the Federally financed proportion of the necessary
    16  costs of any existing activity or service required of the states
    17  by Federal law or from requiring a new activity or service or an


     1  increase in the level of an activity or service beyond that
     2  required of the states by existing Federal law unless the
     3  Federal Government pays for any necessary increased costs.
     4     Section 2.  Certified copies of this joint resolution shall
     5  be transmitted to the President of the United States Senate, to
     6  the Speaker of the United States House of Representatives and to
     7  each member of this Commonwealth's delegation to the Congress;
     8  and printed copies shall be sent to each house of each state
     9  legislature in the United States.
