A SUPPLEMENT
1 To the act of July 3, 1987 (P.L.190, No. 26), entitled, "An act
2 providing for the capital budget for the fiscal year 1987-
3 1988," itemizing public improvement projects to be
4 constructed or acquired by the Department of General
5 Services, together with their estimated financial costs;
6 authorizing the incurring of debt without the approval of the
7 electors for the purpose of financing the projects to be
8 constructed or acquired by the Department of General
9 Services; stating the estimated useful life of the projects;
10 and making an appropriation.
11 The General Assembly of the Commonwealth of Pennsylvania
12 hereby enacts as follows:
13 Section 1. Total authorization.
14 The total authorization for the additional capital projects
15 in the category of public improvement projects itemized in
16 section 2 and to be acquired or constructed by the Department of
17 General Services, its successors or assigns, and to be financed
18 by the incurring of debt, shall be $8,190,000.
19 Section 2. Itemization of public improvement projects.
20 Additional capital projects in the category of public
21 improvement projects to be constructed or acquired by the
1 Department of General Services, its successors or assigns, and
2 to be financed by the incurring of debt, are hereby itemized,
3 together with their respective estimated financial costs, as
4 follows:

11 Veterans' Home on the site of the Scranton
12 State General Hospital, including demolition

15 (Design and Contingencies - $1,365,000)
16 Section 3. Debt authorization.
17 The Governor, Auditor General and State Treasurer are hereby
18 authorized and directed to borrow, from time to time, in
19 addition to any authorization heretofore or hereafter enacted,
20 on the credit of the Commonwealth, subject to the limitations
21 provided in the current capital budget, money not exceeding in
22 the aggregate the sum of $8,190,000 as may be found necessary to
23 carry out the acquisition and construction of the public
24 improvement projects specifically itemized in a capital budget.
25 Section 4. Issue of bonds.
26 The indebtedness authorized in this act shall be incurred,
27 from time to time, and shall be evidenced by one or more series
28 of general obligation bonds of the Commonwealth in such
29 aggregate principal amount for each series as the Governor,
30 Auditor General and State Treasurer shall determine, but the

1 latest stated maturity date shall not exceed the estimated
2 useful life of the projects being financed as stated in section
3 5.
4 Section 5. Estimated useful life and term of debt.
5 (a) Estimated useful life.--The General Assembly states that
6 the estimated useful life of the public improvement project
7 itemized in this act is 30 years.
8 (b) Term of debt.--The maximum term of the debt authorized
9 to be incurred under this act is 30 years.
10 Section 6. Appropriation.
11 The net proceeds of the sale of the obligations authorized in
12 this act are hereby appropriated from the Capital Facilities
13 Fund to the Department of General Services in the maximum amount
14 of $8,190,000 to be used by it exclusively to defray the
15 financial cost of the public improvement projects specifically
16 itemized in a capital budget. After reserving or paying the
17 expenses of the sale of the obligation, the State Treasurer
18 shall pay to the Department of General Services the moneys as
19 required and certified by it to be legally due and payable.
20 Section 7. Federal funds.
21 In addition to those funds appropriated in section 6, all
22 moneys received from the Federal Government for the project
23 specifically itemized in this act are also hereby appropriated
24 for that project.
25 Section 8. Effective date.
26 This act shall take effect immediately.
