AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, requiring proof of financial responsibility at the
3 time of a traffic stop.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Title 75 of the Pennsylvania Consolidated
7 Statutes is amended by adding a section to read:
8 § 1785.1. Proof of financial responsibility at time of traffic
9 stop.
10 A person who is operating a vehicle which is stopped by a
11 police officer while engaged in a systematic program of checking
12 vehicles or drivers or when the police officer has articulated
13 reasonable grounds to suspect a violation of this title, as
14 provided in section 6308(b) (relating to investigation by police
15 officers), may be required to show proof of financial
16 responsibility. If the person fails to show such proof, the
17 police officer shall promptly notify the department. If the
1 department determines that there was no financial responsibility
2 covering the operation of the vehicle at the time of the traffic
3 stop, it shall revoke the registration of the vehicle. If the
4 operator is the owner or co-owner of the vehicle, the department
5 shall also suspend the operating privilege of such person.
6 Section 2. This act shall take effect in 60 days.
