HOUSE BILL

                                     AN ACT

     1  Authorizing the Department of General Services, with the
     2     approval of the Governor, to grant and convey to F & L Group,
     3     Inc., an access and utility easement across certain lands
     4     situate in the Hempfield Township, Westmoreland County.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7  Section 1.  Easement in Hempfield Township, Westmoreland County.
     8     (a)  Authorization.--The Department of General Services, with
     9  the approval of the Governor, is hereby authorized on behalf of
    10  the Commonwealth of Pennsylvania to grant and convey to the F &
    11  L Group, Inc., an access and utility easement across certain
    12  land, known as parcel number 50-28-00-0-003 and described in
    13  subsection (b) in exchange for improvements to be made to lands
    14  of the Commonwealth of Pennsylvania for the benefit of SCI-
    15  Greensburg and by the Grantee identified in this section under
    16  terms and conditions acceptable to the Department of General
    17  Services. Improvements to the Commonwealth property for the
    18  benefit of the SCI-Greensburg shall be:


     1         (1)  To install a light duty asphalt paving over the
     2     interior access and utility easement.
     3         (2)  To install a six foot high privacy fence along and
     4     between the easement and the State residence.
     5         (3)  To install and provide water and sewage connections
     6     to the State residence adjoining the easement.
     7     (b)  Legal description.--The access and utility easement to
     8  be conveyed pursuant to subsection (a) consists of approximately
     9  0.87-acres of land and more particularly described as follows:
    10     All that 50' right-of-way across the lands N/F of the General
    11  State Authority property situate in Hempfield Township,
    12  Westmoreland County, Commonwealth of Pennsylvania, being bound
    13  and described as follows:
    14     Beginning at a point common to the southwesterly corner of
    15  lands of the General State Assembly and lands now or formerly of
    16  Kings Country Shoppes, Inc.: thence along lands of Kings Country
    17  Shoppes, Inc. N42 degrees 21 minutes 00 seconds E 71.31 feet to
    18  a point common to the lands now and or formerly of F & L Group,
    19  Inc., the true point of beginning; thence through lands of the
    20  General State Assembly N 38 degrees 08 minutes 47 seconds W
    21  475.43 feet to a point; thence through same and along lands now
    22  or formerly G. Mark Brandish, et al S 52 degrees 34 minutes 03
    23  seconds W 236.48 feet to a point in the center of SR 3099;
    24  thence along SR 3009 N 27 degrees 58 minutes 48 seconds W 50.69
    25  feet to a point: thence through lands of the General State
    26  Assembly N 52 degrees 34 minutes 03 seconds 277.54 feet to a
    27  point, thence through same S 38 degrees 08 minutes 47 seconds E
    28  519.43 feet to a point on the line of lands now or formerly of F
    29  & L Group; thence along said lands of S 45 degrees 42 minutes 43
    30  seconds W 50.29 feet to a point, the point of beginning.

     1     CONTAINING 0.87-acres, more or less.
     2     (c)  Easement agreement.--The Secretary of General Services
     3  in the name of the Commonwealth of Pennsylvania shall execute
     4  the easement agreement.
     5     (d)  Costs and fees.--Costs and fees incidental to this
     6  conveyance and all improvements to be made to lands of the
     7  Commonwealth of Pennsylvania shall be borne by the Grantee.
     8  Section 2.  Effective date.
     9     This act shall take effect immediately.
