AN ACT 1 Making appropriations to the Department of Agriculture for 2 conducting various plant and animal research and productivity 3 programs. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Short title. 7 This act shall be known and may be cited as the Pennsylvania 8 Agricultural Crop and Livestock Productivity Program. 9 Section 2. Legislative findings and declaration of policy. 10 (a) Findings.--The General Assembly finds and declares that: 11 (1) The effect of acid rain on the agricultural crop 12 industry of this Commonwealth may be detrimental to crop 13 yield and quality. 14 (2) The agricultural animal industry of this 15 Commonwealth is inadequately protected against diseases that 16 are catastrophic to animal agriculture in this Commonwealth. 17 (b) Policy.--It is therefore the policy of this Commonwealth
1 to improve the productivity of the agricultural animal and crop 2 industries of this Commonwealth through research to determine 3 the effect of acid rain on agricultural crops and implementation 4 of a comprehensive animal health program. 5 Section 3. State appropriations. 6 The following sums set forth in this act, or as much thereof 7 as may be necessary, are hereby specifically appropriated from 8 the General Fund to the Department of Agriculture of the 9 Commonwealth for the payment of salaries, wages or other 10 compensation and travel expense of the duly elected or appointed 11 officers and employees of this Commonwealth, for payment of fees 12 of contractual services rendered, for the purchase or rental of 13 goods, services, printing, public advertising by or through any 14 medium, equipment, land and buildings and for payment of any 15 other expenses, as provided by law or by this act, necessary for 16 the proper conduct of the duties, functions and activities and 17 for the purposes hereinafter set forth for the fiscal year 18 beginning July 1, 1985, and for the payment of bills incurred 19 and remaining unpaid at the close of the fiscal year ending June 20 30, 1986. 21 Section 4. Itemization of specific appropriations. 22 The following amounts, or as much thereof as may be 23 necessary, are appropriated to the Department of Agriculture: 24 Federal State 25 For research of the effects of acid 26 rain on agricultural crops. 27 State appropriation........ 400,000 28 For grants to large animal 29 veterinarian schools to train 30 veterinarians in epidemiology and 19850H1224B1463 - 2 -
1 health economics. 2 State appropriation........ 300,000 3 For a Statewide agricultural 4 computer network facility for the 5 diagnosis and management of diseases 6 of livestock and poultry. 7 State appropriation........ 275,000 8 For the diagnosing of diseases of 9 livestock other than poultry. 10 State appropriation........ 153,000 11 For a diagnostic and field 12 investigation program of livestock and 13 poultry diseases. 14 State appropriation........ 183,000 15 For research of avian influenza and 16 a biohazard facility. 17 State appropriation........ 375,000 18 For poultry research and 19 development of disease surveillance 20 programs. No funds from this 21 appropriation shall be used for 22 marketing research or promotional 23 activities. 24 State appropriation........ 500,000 25 For diagnostics contracts with 26 poultry laboratories. 27 State appropriation........ 169,000 28 Section 5. Lapsing of unused funds. 29 The part of all appropriations in section 4 unexpended, 30 uncommitted or unencumbered as of June 30, 1986, shall 19850H1224B1463 - 3 -
