AN ACT
1 Amending the act of July 28, 1953 (P.L.723, No.230), entitled
2 "An act relating to counties of the second class; amending,
3 revising, consolidating and changing the laws relating
4 thereto," changing the manner in which certain bids are
5 opened.
6 The General Assembly of the Commonwealth of Pennsylvania
7 hereby enacts as follows:
8 Section 1. Subsection (b) of section 2001, act of July 28,
9 1953 (P.L.723, No.230), known as the "Second Class County Code,"
10 amended July 26, 1963 (P.L.324, No.177), is amended to read:
11 Section 2001. County Commissioners to Make Contracts.--* * *
12 (b) [The acceptance of bids shall only be made by public
13 announcement at the meeting at which bids are received or at any
14 subsequent meeting, the time and place of which shall be
15 publicly announced when bids are received.] The acceptance of
16 all bids shall be by the controller. They shall be opened
17 publicly at a time and place to be designated in the notice. All
18 the figures shall be announced publicly by the chief clerk and
19 referred to the appropriate departments for tabulation without
1 the presence of the commissioners. Whenever, for any reason, the
2 bid openings shall not be held, the same business may be
3 transacted at a subsequent time, if at least five (5) days
4 notice thereof shall be published in the newspaper aforesaid.
