AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in registration of vehicles, providing for
education registration plate; and, in fees, further providing
for payments to special funds and establishing the Technology
in Education Fund.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 75 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
§ 1369.3. Education registration plate.
(a) Plate.--In consultation with the Department of
Education, the department shall design and issue an education
registration plate.
(b) Issuance.--The department shall issue the registration
plate for a passenger car, motor home, trailer or truck with a
registered gross weight of not more than 9,000 pounds.
(c) Fees.--
(1) An initial one-time fee of $30, which shall be in
addition to the annual registration fee, shall be collected

by the department for each plate issued under this section.
(2) An annual fee of $10, which shall be in addition to
the annual registration fee, shall be collected by the
department for each plate issued under this section in each
subsequent year.
(d) Use of fee.--The fee paid under subsection (c) shall be
distributed as follows:
(1) Twenty dollars of the initial one-time fee shall be
deposited into the Technology in Education Fund.
(2) Ten dollars of the recurring fee shall be deposited
into the Technology in Education Fund.
Section 2. Section 1905 of Title 75 is amended by adding a
subsection to read:
§ 1905. Payments to special funds.

(d) Technology in Education Fund.--
(1) There is established a special account in the State
Treasury that shall be known as the Technology in Education
Fund. The purpose of the Technology in Education Fund is to
pay for computer technology in public schools.
(2) The money received under section 1369.3(d) (relating
to education registration plate) and all interest received on
the money in the Technology in Education Fund shall be
credited to the Technology in Education Fund.
(3) Subject to approval under paragraphs (5) and (6),
the money in the Technology in Education Fund is annually
appropriated to the Department of Education and shall be used
for the purposes authorized under this subsection and in
accordance with paragraph (4).
(4) Money shall be allocated to public school districts

through a competitive grant review process established by the
Department of Education as follows:
(i) A district receiving money from the Technology
in Education Fund in a given fiscal year shall be
ineligible to receive further grants from the Technology
in Education Fund for two subsequent fiscal years.
(ii) The Department of Education may establish
matching requirements for districts receiving money from
the Technology in Education Fund.
(iii) The application for a grant shall be made at
the time and in the form as the Secretary of Education
may require.
(5) Estimates of amounts to be expended under this
subsection shall be submitted to the Governor by the
Department of Education for the Governor's approval.
(6) The State Treasurer may not honor a requisition for
expenditures by the Department of Education in excess of
estimates approved by the Governor under paragraph (5) or in
excess of the amount available for the purposes for which the
requisition was made, whichever is the lesser amount.
Section 3. This act shall take effect in 60 days.
