                                     AN ACT

     1  Providing for cession by the Governor to the United States of
     2     jurisdiction over certain lands within Commonwealth
     3     boundaries.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  General provisions.
     7     (a)  The Governor is hereby authorized to cede to the United
     8  States jurisdiction over land within the boundaries of the
     9  Commonwealth in which the United States has an interest. Such
    10  jurisdiction shall remain in the United States for so long as
    11  the United States retains an interest in the land and no longer.
    12     (b)  Jurisdiction shall be ceded to the United States upon
    13  the express condition that the Commonwealth shall retain
    14  concurrent jurisdiction insofar that civil process in all cases,
    15  and such criminal process as may issue under the authority of
    16  the Commonwealth against anyone charged with crime committed
    17  outside said land, may be executed thereon in the same manner as
    18  if jurisdiction had not been ceded.
    19     (c)  Jurisdiction shall be ceded to the United States upon

     1  the further condition that the Commonwealth reserves to itself
     2  and its political subdivisions such power of taxation as it may
     3  constitutionally reserve, to levy and collect all taxes now or
     4  hereafter imposed by the Commonwealth and its political
     5  subdivisions upon property, persons and franchises within the
     6  boundaries so ceded.
     7  Section 2.  Procedure.
     8     Cesssion of jurisdiction shall be affected upon completion of
     9  the following procedure:
    10         (1)  The Governor shall give public notice of intent to
    11     cede jurisdiction by publication in the Pennsylvania
    12     Bulletin. Cession of jurisdiction shall not become effective
    13     less than 30 days after such public notice.
    14         (2)  Written notice of acceptance of jurisdiction shall
    15     be filed with the Governor by the United States, or any
    16     department or agency thereof.
    17  Section 3.  Effective date.
    18     This act shall take effect immediately.
