                                     AN ACT

     1  Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An
     2     act to consolidate, editorially revise, and codify the public
     3     welfare laws of the Commonwealth," further providing for
     4     technical assistance to family day care home providers; and
     5     making an appropriation.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Section 1077 of the act of June 13, 1967 (P.L.31,
     9  No.21), known as the Public Welfare Code, added December 5, 1980
    10  (P.L.1112, No.193), is amended to read:
    11     Section 1077.  Technical Assistance.--(a)  The department may
    12  offer and provide upon request technical assistance to
    13  caregivers to assist them in complying with department
    14  regulations.
    15     (b)  The department shall subcontract with public or private
    16  nonprofit agencies, partnerships, associations and corporations
    17  in each of the five regions of this Commonwealth for day care
    18  information and referral services. The subcontractors shall:
    19     (1)  Provide information on quality care, including

     1  standards, type of program, cost, location and availability.
     2     (2)  Link parents with services and follow through to insure
     3  they have received appropriate services.
     4     (3)  Provide advocacy and troubleshooting.
     5     (4)  Provide parents with a system for giving consumer
     6  feedback.
     7     (5)  Keep data on the consumers and parents served to augment
     8  overall data collection efforts to pinpoint need and patterns of
     9  problems.
    10     (6)  Publicize the needs of parents to others in the day care
    11  community.
    12     (7)  Reach out to share information with pediatricians,
    13  religious institutions, teachers, caseworkers and community
    14  agencies.
    15     (8)  Develop and implement a public education and media
    16  campaign to educate parents to look for licensed caregivers and
    17  licensed facilities and to shop for quality day care.
    18     Section 2.  The sum of $750,000, or as much thereof as may be
    19  necessary, is hereby appropriated to the Department of Public
    20  Welfare for the fiscal year July 1, 1985, to June 30, 1986, for
    21  the purpose of subcontracting for day care information and
    22  referral services.
    23     Section 3.  This act shall take effect July 1, 1985, or
    24  immediately, whichever is later.
