                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for vehicle registration; and
     3     increasing certain penalties.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Sections 1305(a), 1308(a), 1331(c), 7121 and 7122
     7  of Title 75 of the Pennsylvania Consolidated Statutes are
     8  amended to read:
     9  § 1305.  Application for registration.
    10     (a)  General rule.--Application for the registration of a
    11  vehicle shall be made to the department upon the appropriate
    12  form or forms furnished by the department. The application shall
    13  contain the full name and address of the owner or owners; the
    14  make, model, year and vehicle identification number of the
    15  vehicle; the color of the vehicle; the vehicle owner's personal
    16  information, including date of birth, operator's license number
    17  and social security number; and such other information as the
    18  department may require. Applicants for registration of a truck,

     1  truck tractor, trailer or bus shall provide the vehicle's Gross
     2  Vehicle Weight Rating (GVWR), or the Gross Combination Weight
     3  Rating (GCWR), as applicable. If the manufacturer's ratings are
     4  not available, the applicant shall provide sufficient
     5  information as to the horsepower, braking capacity and such
     6  other data as necessary for the department to determine an
     7  equivalent measure of the vehicle's hauling and stopping
     8  capability. If the applicant wishes to register a vehicle at a
     9  registered gross weight less than the gross vehicle weight
    10  rating, the application shall include information as to weight,
    11  load and any other such information as the department may
    12  require. The application shall be accompanied by self-
    13  certification of financial responsibility and the applicable
    14  fee.

    16  § 1308.  Issuance of registration card.
    17     (a)  General rule.--The department, upon registering a
    18  vehicle, shall issue to the registrant a registration card which
    19  shall contain the registration number assigned to the vehicle,
    20  the name and address, the date of birth, social security number
    21  and operator's license number of the registrant and the name of
    22  the owner, if other than the registrant, a description of the
    23  vehicle including the vehicle identification number, the
    24  expiration date, the make, model and color of the vehicle and
    25  such other information as may be determined by the department.

    27  § 1331.  Issuance of registration plates.

    29     (c)  Temporary registration plates.--The department shall
    30  provide temporary paper registration plates, with the expiration

     1  date prominently displayed, for use on vehicles which are to be
     2  removed from this Commonwealth or for use as necessary pending
     3  issuance of permanent registration plates.

     5  § 7121.  False application for certificate of title or
     6             registration.
     7     A person is guilty of a [misdemeanor of the first degree]
     8  felony of the second degree if the person uses a false or
     9  fictitious name or address or makes a material false statement,
    10  or fails to disclose a security interest, or conceals any other
    11  material fact in an application for a certificate of title or
    12  for registration.
    13  § 7122.  Altered, forged or counterfeit documents and plates.
    14     A person is guilty of a [misdemeanor of the first degree]
    15  felony of the second degree if the person, with fraudulent
    16  intent:
    17         (1)  alters, forges or counterfeits a certificate of
    18     title, registration card or plate, inspection certificate or
    19     proof of insurance;
    20         (2)  alters or forges an assignment of a certificate of
    21     title, or an assignment or release of a security interest on
    22     a certificate of title or any other document issued or
    23     prepared for issue by the department;
    24         (3)  has possession of, sells or attempts to sell, uses
    25     or displays a certificate of title, registration card or
    26     plate, driver's license, inspection certificate proof of
    27     insurance or any other document issued by the department,
    28     knowing it to have been altered, forged or counterfeited;
    29         (4)  obtains or attempts to obtain a certificate of
    30     inspection without valid proof of insurance; or

     1         (5)  provides a certificate of inspection where there is
     2     no valid proof of insurance.
     3     Section 2.  This act shall take effect in 60 days.
