                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, removing certain restrictions on educational
     3     assistance.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby resolves as follows:
     6     Section 1.  The following amendment to the Constitution of
     7  the Commonwealth of Pennsylvania is proposed in accordance with
     8  the provisions of Article XI thereof:
     9     That section 29, Article III of the Constitution of the
    10  Commonwealth of Pennsylvania be amended to read:
    11  § 29.  Appropriations for public assistance, military service,
    12         scholarships.
    13     No appropriation shall be made for charitable, educational or
    14  benevolent purposes to any person or community nor to any
    15  denominational and sectarian institution, corporation or
    16  association: Provided, That appropriations may be made for
    17  pensions or gratuities for military service and to blind persons


     1  21 years of age and upwards and for assistance to mothers having
     2  dependent children and to aged persons without adequate means of
     3  support and in the form of scholarship grants or loans for
     4  [higher] educational purposes to residents of the Commonwealth
     5  enrolled in educational institutions [of higher learning] except
     6  that no scholarship, grants or loans for higher educational
     7  purposes shall be given to persons enrolled in a theological
     8  seminary or school of theology.
