| A RESOLUTION |
| |
1 | Designating the Pennsylvania Tartan as the Official Tartan of |
2 | this Commonwealth. |
3 | WHEREAS, Since the 17th century, Scottish families from both |
4 | the Highlands and Lowlands of Scotland have settled in this |
5 | Commonwealth; and |
6 | WHEREAS, Scots became a major element of the population of |
7 | this great Commonwealth; and |
8 | WHEREAS, Kilted Scottish soldiers were instrumental in |
9 | gaining the western half of the Commonwealth; and |
10 | WHEREAS, The Pennsylvania Tartan is based upon the tartan |
11 | worn by these soldiers; and |
12 | WHEREAS, A tartan is a woolen cloth with a woven pattern of |
13 | colored strands of varying width crossing in straight lines over |
14 | a solid background, each unique to a clan, district, state or |
15 | group; and |
16 | WHEREAS, The Pennsylvania Tartan was designed by William H. |

1 | Johnston in 1992 in Skippack, Pennsylvania, and was registered |
2 | with the Tartan Educational and Cultural Association, now known |
3 | as the Scottish Tartans Authority, USA, on March 10, 1993; and |
4 | WHEREAS, The Pennsylvania Tartan is defined as a reversing |
5 | horizontal and vertical pattern of sixty threads of blue, four |
6 | of gold, four of blue, four of gold, ten of blue, ten of green, |
7 | thirty of black, ten of blue, forty of green, four of red, six |
8 | of black, four of red, forty of green, ten of blue, thirty of |
9 | black, ten of green, forty of blue, four of gold and four of |
10 | blue; and |
11 | WHEREAS, The Pennsylvania Tartan incorporates the colors of |
12 | the Pennsylvania State flag and honors the contribution of the |
13 | Scots to Pennsylvania; and |
14 | WHEREAS, Scots have made major contributions to all aspects |
15 | of our culture as we know it today; and |
16 | WHEREAS, The many Scottish organizations in this Commonwealth |
17 | annually hold events and celebrations, not limited to Highland |
18 | Games, where tartans are worn and are on display; and |
19 | WHEREAS, Since 1981, tartans have been designed for other |
20 | states and at present the Scottish Tartan Authority recognizes |
21 | 25 state tartans; and |
22 | WHEREAS, The United States Senate and the United States House |
23 | of Representatives have separately passed resolutions |
24 | recognizing each April 6 as National Tartan Day for the purpose |
25 | of celebrating the contribution of Scots and Scottish-Americans |
26 | to American culture and history; therefore be it |
27 | RESOLVED, That the House of Representatives designate the |
28 | Pennsylvania Tartan as the official Tartan of this Commonwealth. |
