AN ACT
1Amending Title 51 (Military Affairs) of the Pennsylvania
2Consolidated Statutes, in veterans' pensions and benefits,
3further providing for blind veteran's pension and for
4paralyzed veteran's pension.
5The General Assembly of the Commonwealth of Pennsylvania
6hereby enacts as follows:
7Section 1. Sections 7701(b) and 7702 of Title 51 of the
8Pennsylvania Consolidated Statutes are amended to read:
9§ 7701. Blind veteran's pension.

11(b) Amount and eligibility.--In addition to any other
12assistance provided by the Commonwealth and in addition to any
13compensation provided by the Federal Government, every blind
14veteran shall be paid a pension of [$150] $200 per month.
15Applications for such pensions shall be made to and in the form
16prescribed by the department. The Adjutant General shall have
1the power, and it shall be his duty to determine the eligibility
2of every applicant for a pension, and his decision in the matter
3shall be final.
4§ 7702. Paralyzed veteran's pension.
5(a) Amount and eligibility.--In addition to any other
6assistance provided by the Commonwealth and in addition to any
7compensation provided by the Federal Government, every paralyzed
8veteran shall be paid a pension of [$150] $200 per month.
9Applications for the pensions shall be made to and in the form
10prescribed by the department. The Adjutant General shall
11determine the eligibility of every applicant for a pension, and
12his decision in the matter shall be final.
13(b) Regulations.--The Adjutant General shall promulgate such
14regulations as may be necessary to implement this program.
15(c) Definition.--As used in this section the term "paralyzed
16veteran" means any person who served in the military or naval
17forces of the United States, or any woman's organization
18officially connected therewith, and who gave this Commonwealth
19as his or her place of residence at the time of entering the
20military or naval forces of the United States and who, while
21performing duties connected with such service, suffered an
22injury or incurred a disease which resulted in:
23 (1) prior to the effective date of this paragraph, the
24loss or loss of use of two or more extremities; or
25 (2) on or after the effective date of this paragraph,
26the veteran being considered paralyzed and rated with a 100%
27service-connected disability, as determined and certified by
28the United States Department of Veterans Affairs, due to the
29loss or total loss of use of two or more extremities.
30The term does not include any person separated from the military
1or naval forces of the United States, or any woman's
2organization officially connected therewith, under other than
3honorable conditions.
4Section 2. This act shall take effect immediately.
