A JOINT RESOLUTION

 

1Proposing an amendment to the Constitution of the Commonwealth
2of Pennsylvania, further providing for legislative districts.

3The General Assembly of the Commonwealth of Pennsylvania
4hereby resolves as follows:

5Section 1. The following amendment to the Constitution of
6Pennsylvania is proposed in accordance with Article XI:

7That section 16 of Article II be amended to read:

8§ 16. Legislative districts.

9[The] (a) (1) Except as otherwise provided in this 
10subsection, the Commonwealth shall be divided into 50 senatorial
11and 203 representative districts, which shall be composed of
12compact and contiguous territory as nearly equal in population
13as practicable.

14(2) Beginning with the legislative session that commences 
15the first Tuesday of January 2023, the Commonwealth shall be 
16divided into 193 representative districts, which shall be 
17composed of compact and contiguous territory as nearly equal in 

1population as practicable.

2(3) Beginning with the legislative session that commences 
3the first Tuesday of January 2033, the Commonwealth shall be 
4divided into 183 representative districts, which shall be 
5composed of compact and contiguous territory as nearly equal in 
6population as practicable.

7(4) Beginning with the legislative session that commences 
8the first Tuesday of January 2043, the Commonwealth shall be 
9divided into 173 representative districts, which shall be 
10composed of compact and contiguous territory as nearly equal in 
11population as practicable.

12(5) Beginning with the legislative session that commences 
13the first Tuesday of January 2053, the Commonwealth shall be 
14divided into 163 representative districts, which shall be 
15composed of compact and contiguous territory as nearly equal in 
16population as practicable.

17(6) Beginning with the legislative session that commences 
18the first Tuesday of January 2063, the Commonwealth shall be 
19divided into 153 representative districts, which shall be 
20composed of compact and contiguous territory as nearly equal in 
21population as practicable.

22(b) Each senatorial district shall elect one Senator, and
23each representative district one Representative. Unless
24absolutely necessary no county, city, incorporated town,
25borough, township or ward shall be divided in forming either a
26senatorial or representative district.

27Section 2. (a) The first elections after reapportionment of
28the Commonwealth under section 17 of Article II of the
29Constitution of Pennsylvania to conform to the amendment under
30section 1 of this Joint Resolution, as it relates to the

1addition of section 16(a)(2) of Article II, shall be held in the
2year 2022.

3(b) The first elections after reapportionment of the
4Commonwealth under section 17 of Article II of the Constitution
5of Pennsylvania to conform to the amendment under section 1 of
6this Joint Resolution, as it relates to the addition of section
716(a)(3) of Article II, shall be held in the year 2032.

8(c) The first elections after reapportionment of the
9Commonwealth under section 17 of Article II of the Constitution
10of Pennsylvania to conform to the amendment under section 1 of
11this Joint Resolution, as it relates to the addition of section
1216(a)(4) of Article II, shall be held in the year 2042.

13(d) The first elections after reapportionment of the
14Commonwealth under section 17 of Article II of the Constitution
15of Pennsylvania to conform to the amendment under section 1 of
16this Joint Resolution, as it relates to the addition of section
1716(a)(5) of Article II, shall be held in the year 2052.

18(e) The first elections after reapportionment of the
19Commonwealth under section 17 of Article II of the Constitution
20of Pennsylvania to conform to the amendment under section 1 of
21this Joint Resolution, as it relates to the addition of section
2216(a)(6) of Article II, shall be held in the year 2062.

23Section 3. (a) Upon the first passage by the General
24Assembly of this proposed constitutional amendment, the
25Secretary of the Commonwealth shall proceed immediately to
26comply with the advertising requirements of section 1 of Article
27XI of the Constitution of Pennsylvania and shall transmit the
28required advertisements to two newspapers in every county in
29which such newspapers are published in sufficient time after
30passage of this proposed constitutional amendment.

1(b) Upon the second passage by the General Assembly of this
2proposed constitutional amendment, the Secretary of the
3Commonwealth shall proceed immediately to comply with the
4advertising requirements of section 1 of Article XI of the
5Constitution of Pennsylvania and shall transmit the required
6advertisements to two newspapers in every county in which such
7newspapers are published in sufficient time after passage of
8this proposed constitutional amendment. The Secretary of the
9Commonwealth shall submit this proposed constitutional amendment
10to the qualified electors of this Commonwealth at the first
11primary, general or municipal election which meets the
12requirements of and is in conformance with section 1 of Article
13XI of the Constitution of Pennsylvania and which occurs at least
14three months after the proposed constitutional amendment is
15passed by the General Assembly.
