        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 11, 1998

                                  A RESOLUTION

     1  Designating April 22, 1998, as "Earth Day--Pennsylvania."

     2     WHEREAS, Pennsylvania has been endowed with great natural
     3  beauty, an abundance of wood, water and great resources both in
     4  soil and within the soil; and
     5     WHEREAS, The founder of our Commonwealth, William Penn,
     6  praised the land greatly after he saw it for the first time in
     7  1682, noting "The country itself, its soil, air, water, seasons
     8  and produce, both natural and artificial, is not to be
     9  despised"; and
    10     WHEREAS, While the Pennsylvania House of Representatives has
    11  been taking action to protect and preserve our natural
    12  resources, passing such measures as the Conversation Bill of

     1  Rights, the Municipal Waste Planning, Recycling and Waste
     2  Reduction Act, the Hazardous Sites Cleanup Act, the Abandoned
     3  Mine Subsidence Assistance Act, modernizations of The Clean
     4  Streams Law and other measures aimed at halting air pollution,
     5  the contamination of our water and the despoliation of our land;
     6  and
     7     WHEREAS, We are approaching the 28th Anniversary of the first
     8  Earth Day, held in April of 1970, filled with resolve to protect
     9  the natural resources of our Commonwealth for future
    10  generations; therefore be it
    11     RESOLVED, That the House of Representatives designate April
    12  22, 1998, as "Earth Day--Pennsylvania"; and be it further
    13     RESOLVED, That the House of Representatives dedicate itself
    14  to the proposition that our natural environment must be
    15  protected and preserved.
