A RESOLUTION 1 Urging the Governor to extend the Low-Income Home Energy 2 Assistance Crisis Program to prevent potential utility 3 shutoffs. 4 WHEREAS, The Low-Income Home Energy Assistance Program 5 (LIHEAP) serves Pennsylvania citizens with great needs, 6 including senior citizens who make less than $8,000 a year and 7 the working poor; and 8 WHEREAS, Because of Federal budget cuts, hundreds of 9 thousands of Pennsylvanians have been cut from the program this 10 winter; and 11 WHEREAS, The cash LIHEAP program has already ended for the 12 year, and the crisis LIHEAP program is scheduled to end on March 13 15; and 14 WHEREAS, The Department of Public Welfare reports that, as of 15 March 1, 1996, millions of dollars of LIHEAP funds are 16 available; and 17 WHEREAS, When public utilities begin to terminate thousands 18 of Pennsylvanians from utility service on April 1, LIHEAP
1 programs will have already ended; and 2 WHEREAS, Public charities across this Commonwealth report 3 that they will not have available funds on hand at that time to 4 prevent utility terminations; therefore be it 5 RESOLVED, That the House of Representatives urge the Governor 6 to keep LIHEAP open past April 15 as long as any funds are 7 available; and be it further 8 RESOLVED, That a copy of this resolution be respectfully 9 transmitted to the Governor.
