           TRELLO, LaGROTTA, DeWEESE, LAUGHLIN, KOSINSKI, BUSH, LUCYK,
           HOWLETT, COY, O'DONNELL, BILLOW AND FREEMAN, MARCH 14, 1988

                            A CONCURRENT RESOLUTION

     1  Memorializing the Congress of the United States to enact
     2     legislation regulating the use of replacement workers to
     3     settle labor disputes.

     4     WHEREAS, The regulation of labor-management relations has
     5  been traditionally a function of the Congress of the United
     6  States because of the far reaching impact on interstate commerce
     7  and interstate competition; and
     8     WHEREAS, A very disturbing trend has been emerging in the
     9  resolution of labor disputes by the use of the nontraditional
    10  unilateral action of an employer in the hiring of permanent
    11  replacement workers; and
    12     WHEREAS, Such management action clearly violates both the
    13  intent and purpose of the Congress of the United States in
    14  establishing an extensive and detailed process involving
    15  meaningful collective bargaining legislation; therefore be it
    16     RESOLVED (the Senate concurring), That the General Assembly
    17  of the Commonwealth of Pennsylvania memorialize the Congress of


     1  the United States to enact legislation prohibiting the use of
     2  replacement workers in the settlement of labor disputes for a
     3  period of at least 90 days; and be it further
     4     RESOLVED, That copies of this resolution be transmitted to
     5  the presiding officers of each house of Congress and to each
     6  member of Congress from Pennsylvania.
