A RESOLUTION
Recognizing the month of April 2019 as "Fair Housing Month" in
Pennsylvania.
WHEREAS, Every individual has a right to live in housing that
they choose, regardless of race, color, religion, sex, national
origin, disability or familial status; and
WHEREAS, The United States Department of Health and Human
Services designates April each year as "Fair Housing Month"; and
WHEREAS, The Fair Housing Act instituted Federal enforcement
of integration and equal opportunity in housing and has ensured
progress in fair housing for decades; and
WHEREAS, The United States Department of Housing and Urban
Development is advancing housing choice and offering
homelessness assistance and disaster recovery assistance in
communities nationwide; and
WHEREAS, The Philadelphia Regional Office and Pittsburgh
Field Office coordinate United States Department of Housing and

Urban Development programs in this Commonwealth; and
WHEREAS, The Department of Human Services administers the
Homeless Assistance Program in counties throughout this
Commonwealth; and
WHEREAS, The Fair Housing Rights Center in Southeastern
Pennsylvania addresses housing discrimination and access to
housing resources in neighborhoods throughout Montgomery County
and greater Philadelphia; and
WHEREAS, Fair housing planning includes alleviating the
causes of homelessness, improving the supply of affordable
housing and ensuring compliance with accessibility guidelines;
and
WHEREAS, Fair housing planning includes integrated supportive
housing projects for certain target groups, including persons
with HIV/AIDS, persons with chronic mental illness or persons in
recovery from addiction; and
WHEREAS, Federal guidance on application of the Fair Housing
Act and proposed State legislation amending The Landlord and
Tenant Act of 1951 prohibit the use of arrest records or
criminal background disclosure as a basis for exclusion of
housing applicants; and
WHEREAS, Resolution of housing discrimination complaints is a
continuing imperative of fair housing enforcement in this
Commonwealth and beyond; therefore be it
RESOLVED, That the House of Representatives recognize the
month of April 2019 as "Fair Housing Month" in Pennsylvania.
