                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, further providing for the content of the
     3     general appropriation bill and for the vote required for
     4     certain appropriations.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby resolves as follows:
     7     Section 1.  The following amendment to the Constitution of
     8  the Commonwealth of Pennsylvania is proposed in accordance with
     9  the provisions of Article XI thereof:
    10     That sections 11 and 30 of Article III be amended to read:
    11                            ARTICLE III
    12                            LEGISLATION
    13  § 11.  Appropriation bills.
    14     The general appropriation bill shall embrace nothing but
    15  appropriations for the executive, legislative and judicial
    16  departments of the Commonwealth, for the public debt [and], for
    17  public schools, for the State Land Grant University, for the

     1  State related universities and for the State related
     2  institutions of higher education. All other appropriations shall
     3  be made by separate bills, each embracing but one subject.
     4  § 30.  Charitable and educational appropriations.
     5     No appropriation shall be made to any charitable or
     6  educational institution not under the absolute control of the
     7  Commonwealth, other than normal schools established by law for
     8  the professional training of teachers for the public schools of
     9  the State, the State Land Grant University, the State related
    10  universities and the State related institutions of higher
    11  education, except by a vote of two-thirds of all the members
    12  elected to each House.
