                      In the House of Representatives, November 28, 1979

     1     The United States Railway Association and the Federal
     2  Railroad Administration issued a joint staff report in
     3  September, 1979. It is being used to obtain additional Federal
     4  funds and to permit ConRail to abandon lines and remove trackage
     5  that could be used by competitors. The report did not take into
     6  account the impact thereof on communities and industries
     7  involved, the energy crisis, environmental policy or National
     8  defense.
     9     ConRail will abandon service and remove facilities before
    10  thousands of communities will have an opportunity to assess the
    11  impact of the alternatives set forth in the report. Immediate
    12  action by Congress is needed to correct this situation;
    13  therefore be it
    14     RESOLVED (the Senate concurring), That the General Assembly
    15  of the Commonwealth of Pennsylvania memorialize the Congress of
    16  the United States to enact legislation to (1) prohibit the

     1  further removal of trackage and other railroad facilities until
     2  it approves a specific rail plan after studies of the impact
     3  thereof on communities and National defense; (2) institute a
     4  Senate investigation of the use of Federal funds by ConRail and
     5  its alleged efforts to solidify its monopolistic position by the
     6  elimination of trackage and routes having competitive potential;
     7  (3) withhold further appropriations from ConRail until it agrees
     8  to cease abandoning facilities and reducing services until
     9  Congress has provided measures adequate to control such
    10  activities of ConRail; and (4) reject the above report and
    11  require the making of a new one without the assistance of
    12  ConRail which evaluates the alternatives proposed with the total
    13  impact detailed for each alternative; and be it further
    14     RESOLVED, That copies of this resolution be delivered to the
    15  presiding officers of the Congress of the United States and to
    16  each Senator and Representative from Pennsylvania.
